Based on Clause 1, Article 2 of the Regulations on Managing Foreign Students Studying in Vietnam issued together with Circular 30/2018/TT-BGDDT, the explanation of terminology is as follows:

Explanation of terms

In these Regulations, the following terms are understood as follows:

  1. Agreement Scholars are foreign nationals accepted to study in Vietnam and awarded scholarships by the Government of Vietnam under international agreements to which Vietnam is a party.

Thus, it can be understood that foreign students pursuing undergraduate studies in Vietnam under scholarships provided by the Government of Vietnam are considered Agreement Scholars.

Based on Clause 2, Article 8 of the Regulations on Managing Foreign Students Studying in Vietnam issued together with Circular 30/2018/TT-BGDDT, the regulation on the study duration and changes during the study process is as follows:

  1. Adjustment of study duration

a) Scholars may shorten their training duration but must complete the prescribed training program content;

b) Agreement Scholars who need to extend the study and research period to complete the training program, including the time for Vietnamese preparatory school, must have the consent of the sending party and the written consent of the head of the educational institution where the scholar is studying;

c) For scholars outside the Agreement, the extension of study duration is conducted in accordance with the agreement or training contract with the educational institution where the scholar is studying.

Thus, foreign students pursuing undergraduate studies in Vietnam under scholarships provided by the Government of Vietnam may extend their study period, but must obtain the consent of the sending party and the written consent of the head of the educational institution where the scholar is studying.

Based on Article 11 of the Regulations on Managing Foreign Students Studying in Vietnam issued together with Circular 30/2018/TT-BGDDT, the regulation on the benefits of scholars is as follows:

Benefits of scholars

  1. To be ensured the rights of learners according to regulations.
  1. To be fully provided with the necessary information for studying suitable to the conditions of the educational institution and the facilities serving scholars.
  1. To use the equipment and facilities serving the educational, cultural, physical, and sports activities of the educational institution and the facilities serving scholars.
  1. To participate in cultural, artistic, and sports activities organized by the educational institution and the facilities serving scholars.
  1. To participate in scientific research activities organized by the educational institution like Vietnamese citizens.
  1. To take exams, tests, defend dissertations, projects, graduation theses, and receive certificates and diplomas.

7. To return home for summer vacations, holidays, to invite relatives to visit according to Vietnam's regulations; to take leave, sick leave, or medical treatment leave with the consent of the educational institution.

  1. Agreement Scholars are entitled to the standards and policies specified in Vietnam’s regulations and international agreements to which Vietnam is a party.
  1. Scholars from the same country studying at the same educational institution or residing in the same dormitory can appoint a representative to manage all matters related to scholars from their country, acting as the liaison with the educational institution or the facilities serving scholars to resolve matters related to scholars from their country.

Thus, foreign students studying in Vietnam are entitled to go home for summer vacations.

Are foreign students studying in Vietnam required to foster friendly relations with Vietnamese citizens?

Based on Article 12 of the Regulations on Managing Foreign Students Studying in Vietnam issued together with Circular 30/2018/TT-BGDDT, the regulation on the responsibilities of scholars is as follows:

Responsibilities of scholars

1. To comply with the laws of the Socialist Republic of Vietnam.

2. To respect Vietnamese customs and traditions.

3. To adhere to the Regulations on Managing Foreign Students Studying in Vietnam, the Training Regulations, and the School Charter for each level and training program issued by the Ministry of Education and Training of Vietnam; the Regulations and Rules of Study and Residence set by the educational institution and the facilities serving scholars.

4. To fulfill compliance with and the purpose of entry into Vietnam for study.

5. To foster friendly relations with Vietnamese citizens and scholars from other countries.

6. To maintain and protect the assets of the educational institution and the facilities serving scholars.

Thus, foreign students studying in Vietnam are required to foster friendly relations with Vietnamese citizens.
