Educating regulations of the law pertaining to road traffic order and safety
1. Educate children in preschools, students of formal education institutions, vocational education and training facilities on regulations of the law pertaining to road traffic order and safety.
2. Traffic police forces are responsible for taking charge, cooperating with authorities governing upper-secondary schools, vocational education and training facilities in providing guidelines on safe motorbike operation for the students.
3. Ministry of Education and Training and Ministry of Labor - War Invalids and Social Affairs shall, within their tasks and powers, take charge and cooperate with Ministry of Public Security, relevant ministerial agencies in developing, integrating, and incorporating regulations of the law pertaining to road traffic order and safety to education program in preschools, formal education institutions, vocational education and training facilities in a manner appropriate to education levels and majors.

What is the educational content of laws on road traffic order and safety in educational institutions in Vietnam?
Under Article 4 of Decree 151/2024/ND-CP, the educational content of laws on road traffic order and safety in educational institutions in Vietnam is specified as follows:
(1) The educational content of laws on road traffic order and safety for children in preschool educational institutions includes:
- Recognizing types of road vehicles;
- Identifying traffic lights, their meanings, and some common road signs;
- Safety while walking, and on road vehicles;
- Knowing how to properly wear helmets;
- Safe play areas;
- Dangers and consequences of not complying with road traffic safety regulations.
(2) The educational content of laws on road traffic order and safety for primary school students includes:
- Recognizing signals from traffic controllers; traffic lights; common road signs;
- Some common road traffic rules; recognizing the necessity to comply with road traffic rules;
- Safely crossing roads;
- Selecting and properly wearing helmets;
- Safely getting on and off bicycles, mopeds, and motorcycles;
- Familiarization with bicycles and safe cycling techniques;
- Some skills to prevent road traffic accidents.
(3) The educational content of laws on road traffic order and safety for lower secondary school students includes:
- Road traffic rules;
- Recognizing and complying with road signals;
- Wearing standard helmets and properly fastening straps when participating in road traffic;
- Safety when riding on motor vehicles;
- Safe handling of bicycles and electric bicycles;
- Preventing risks, and consequences of traffic accidents, and handling traffic incidents.
(4) The educational content of laws on road traffic order and safety for upper secondary school students and vocational education students includes:
- Road traffic rules; road signals; safe speed and distance for motor vehicles;
- Forecasting and preventing dangers;
- Safe operation of motorcycles.
What are the responsibilities of the Ministry of Education and Training of Vietnam in developing, integrating, and organizing educational activities on legal knowledge?
Under Article 7 of Decree 151/2024/ND-CP, the responsibilities of the Ministry of Education and Training in developing, integrating, organizing educational activities on legal knowledge, and managing the adherence to laws on traffic order and safety at preschool and general educational institutions are as follows:
(1) The Ministry of Education and Training will take charge of and collaborate with the Ministry of Public Security and related ministries and agencies based on the provisions of Article 4 of Decree 151/2024/ND-CP, and be responsible for:
- Developing a curriculum on road traffic order and safety knowledge suited to each educational level;
- Developing materials, integrating, and incorporating traffic order and safety knowledge into the core curriculum of preschool, primary, and lower secondary education;
- Developing a subject on road traffic order and safety knowledge based on the knowledge content specified in Clause 4, Article 4 of Decree 151/2024/ND-CP for high school level and vocational education institutions.
(2) The Ministry of Education and Training organizes educational activities on road traffic order and safety knowledge for preschool, primary, lower, and upper secondary school students; and considers compliance with traffic order and safety laws as one of the criteria for evaluating and grading student conduct.
