Preferential Admission Policy for 16 Ethnic Minorities with Populations Under 10,000 Individuals in Vietnam
According to Article 3 of Decree 57/2017/ND-CP, the preferential admission policy for 16 ethnic minorities with populations under 10,000 individuals is as follows:
Preschool children and students from very small ethnic minorities are given priority based on their preferences to attend suitable educational institutions:
- Preschool children can attend public kindergartens or nursery classes.
- Primary school students can attend semi-boarding ethnic primary schools or public primary schools.
- Students who complete primary education can attend boarding ethnic schools, semi-boarding ethnic schools, or middle schools.
- Students who graduate from middle schools are admitted directly to boarding ethnic high schools, high schools, or vocational education institutions offering elementary and intermediate-level courses.
- High school graduates are admitted directly to university preparatory schools, higher education institutions, and vocational education institutions.
* Preschool children and students from the 16 ethnic minorities with populations under 10,000 individuals who benefit from the preferential policy include: Cong, Mang, Pu Peo, Si La, Co Lao, Bo Y, La Ha, Ngai, Chut, O Du, Brau, Ro Mam, Lo Lo, Lu, Pa Then, La Hu.

Study Support Level for Preschool Children and Students Belonging to 16 Ethnic Minorities with Populations Under 10,000 in Vietnam
Based on Clause 1 of Article 4 of Decree 57/2017/ND-CP, the level of study support policy for preschool children and students belonging to 16 ethnic minorities with populations under 10,000 is as follows:
- Pre-kindergarten ethnic minority children attending preschool institutions receive study support equivalent to 30% of the statutory pay rate per child per month.
- Ethnic minority primary, middle, and high school students receive study support equivalent to 40% of the statutory pay rate per student per month.
- Ethnic minority students attending semi-boarding ethnic schools or semi-boarding classes in public schools receive study support equivalent to 60% of the statutory pay rate per student per month.
- Ethnic minority students attending boarding ethnic schools receive study support equivalent to 100% of the statutory pay rate per student per month.
- Ethnic minority students attending university preparatory schools, higher education institutions, or vocational education institutions receive study support equivalent to 100% of the statutory pay rate per person per month.
Principles for Availing Study Support Policy for Preschool Children and Students Belonging to 16 Ethnic Minorities with Populations Under 10,000 in Vietnam
According to Clause 3 of Article 4 of Decree 57/2017/ND-CP, the principles for availing study support policy for preschool children and students belonging to 16 ethnic minorities with populations under 10,000 are as follows:
- Ethnic minority students attending university preparatory schools, higher education institutions, or vocational education institutions, if enrolled in multiple faculties within the same institution or multiple institutions, will receive support only once. If a student suspends their studies, they will not receive support during the suspension period. If a student is expelled, the support policy ends immediately upon expulsion.
- If a child or student is eligible for multiple similar support policies, they will receive only the highest support level, specifically:
+ Ethnic minority primary, middle, and high school students eligible for study support under Decree 57/2017/ND-CP will not receive the study cost support under Decree 86/2015/ND-CP (no longer effective).
+ Ethnic minority students attending semi-boarding ethnic schools or semi-boarding classes in public schools will not receive meal support under Decree 116/2016/ND-CP.
+ Ethnic minority students attending boarding ethnic schools or preparatory schools for universities will not receive policy scholarships under Joint Circular 109/2009/TTLT/BTC-BGDDT.
+ Ethnic minority university students will not receive study cost support under Decision 66/2013/QD-TTg by the Prime Minister.
+ Ethnic minority students attending vocational education institutions will not receive policy scholarships under Decision 53/2015/QD-TTg and will not receive study cost support under Decision 66/2013/QD-TTg.
