Plan for the implementation of the Scheme to support students in starting a business by 2025 of the education sector for the school year 2024-2025 in Vietnam
On December 10, 2024, to implement Decision 1665/QD-TTg in 2017 issued by the Prime Minister of Vietnam, the Ministry of Education and Training of Vietnam issued Plan 1833/KH-BGDDT in 2024 to implement the Plan for the implementation of the Scheme to support students in starting a business by 2025 of the education sector for the school year 2024-2025.
According to Section 2 of Plan 1833/KH-BGDDT in 2024, the content of the implementation plan for the Plan for the implementation of the Scheme to support students in starting a business by 2025 of the education sector for the school year 2024-2025 proposes 04 tasks and solutions as follows:
(1) Communication Work:
- Continue developing content, updating information on the official website of Scheme 1665 at: http://dean1665.vn, the Ministry of Education and Training's portal at: https://moet.gov.vn, the Program's fan page at: https://www.facebook.com/khoinghiepquocgiaHSSV, and other communication means.
- Develop video clips to guide the content and form of career counseling and startup support activities for educational and training institutions to communicate to students.
- Promote the National Startup Day for Students and the seventh “Students with Startup Ideas” competition.
(2) Training Support Work:
- Consolidate and develop a network of advisors and student startup support staff in educational institutions; guide, assign tasks, and utilize the advisory team effectively to implement startup support programs locally.
- Advise on issuing frameworks for skill enhancement, career guidance, and startup support to foster a spirit of entrepreneurship among students suitable for each education level.
- Organize the development of materials providing knowledge and skills for career guidance and startup support for students.
- Organize startup inspiration exchange events for students in educational institutions and educational departments.
- Conduct basic and advanced business startup and management training courses under the Law on Supporting Small and Medium Enterprises 2017 for entrepreneurial students and groups.
- Arrange technology support activities; advise on participating in industry clusters and value chains for small and medium enterprises per Decree 80/2021/ND-CP.
(3) Creating a Supportive Environment for Student Startups:
- Continue cooperating with related agencies and units to build and complete reports proposing investment intentions for technical facilities and incubators supporting small and medium enterprises in the North, Central, and South regions.
- Enhance connections with enterprises to assist educational institutions in establishing shared spaces supporting startups, creating an environment for student groups to network, learn, and form ideas and startup projects.
- Guide higher education institutions and educational departments to cooperate with organizations, individuals, and enterprises to pilot startup support activities and develop startup clubs in educational institutions.
(4) Scheme Management and Administration:
- Cooperate with relevant ministries and sectors to implement Scheme 1665 contents.
- Organize inspections, guidance, and support for schools and educational departments to build startup support activities for students.
- Continue researching and perfecting the evaluation criteria for innovative startup support efforts of higher education institutions.
- Organize the seventh “National Student Startup Day” and summary conference for the “Student Startup Support Scheme until 2025”.
- Develop and submit to the Prime Minister of Vietnam the "Student Startup Support Scheme" for the 2026-2035 period.

What are the purposes and requirements of implementing the Scheme to support students in starting a business by 2025 of the education sector for the school year 2024-2025 in Vietnam?
Based on Section 1 of Plan 1833/KH-BGDĐT in 2024, the purposes and requirements of implementing the Scheme to support students in starting a business by 2025 of the education sector for the school year 2024-2025 in Vietnam are as follows:
- Enhance communication efforts to raise students' awareness of entrepreneurship, helping students proactively engage with the startup support ecosystem both inside and outside educational institutions.
- Support training institutions and educational departments to implement the Scheme's tasks and solutions in depth, focusing on changing the mindset and awareness of leaders at all levels, engaging all staff and faculty in building suitable startup support models in educational and training institutions.
- Strengthen connections, innovate teaching methods, and develop entrepreneurship knowledge and skills for students; promote a supportive environment for research activities, product human, and project formation through actual experiences, prioritize real-world research, practice in business environments; continue establishing startup support funds and community-based startup projects; actively transfer research results and intellectual property of lecturers and students.
- Assist training institutions and educational departments in connecting private investment resources to support startup activities in educational institutions.
What are principles for determining tuition fees for private and non-public educational institutions in Vietnam?
According to Clause 4, Article 8 of Decree 81/2021/ND-CP, the principles for determining tuition fees for private and non-public educational institutions in Vietnam are as follows:
- Private and non-public educational institutions have the right to autonomously set tuition fees and other educational service charges (excluding state-priced services) to ensure cost recovery and reasonable accumulation. They must publicly declare and justify their tuition fees and service prices to students and society.
- Private and non-public educational institutions are responsible for explaining average educational costs per student, annual tuition fees, and total tuition for the preschool, general education, and entire course for higher education; explaining tuition fee increase schedules and rates for subsequent years (annual increase rate not exceeding 15% for higher education;
Increase rate not exceeding 10% for preschool and general education) and ensuring public disclosure per legal regulations and justification to students and society.
- Students eligible for tuition fee exemption, reduction, or support in paying tuition fees at private and non-public educational institutions are compensated by the state up to the tuition fee level for students of public educational institutions that do not yet ensure regular expenditure on the locality.
- Provincial People's Committees, based on the local socio-economic development conditions, primary education program requirements, primary enrollment scale on the locality, and student/class ratio for the primary level under regulations, formulate criteria for determining areas lacking public schools for provincial People's Council approval and decide on the tuition fee support level for primary students at private schools in areas lacking public schools per academic year;
Tuition fee support funding provided by the state budget according to the State Budget Law 2015 and instructional documents.
