Under Article 3 of Circular 14/2024/TT-BLDTBXH...Download, the criteria and scoring for assessing intermediate schools and colleges are provided as follows:
(1) Criteria for Quality Accreditation of intermediate schools and colleges (hereafter referred to as schools):
Criterion 1: Mission, objectives, organization, and management;
Criterion 2: Training activities;
Criterion 3: Teachers, management staff, public employees, employees;
Criterion 4: Curriculum and training materials;
Criterion 5: Infrastructure and training equipment;
Criterion 6: Scientific research and international cooperation;
Criterion 7: Students and student support activities;
Criterion 8: Supervision and quality assessment.
(2) Each standard that meets requirements scores 2 points, and standards not meeting requirements score 0 points. A standard is considered met based on the school's compliance for 02 years including 01 year before the assessment year and the year of assessment for intermediate schools, and 03 years including 02 years before the assessment year and the year of assessment for colleges. A summary table of criteria, number of standards, and calibration points for each criterion is in Appendix 01.

(1) Criterion 1 - Mission, Objectives, Organization, and Management
- Standard 1.1: The school's mission and objectives are specifically identified, suitable to its functions, tasks, development orientation, and labor force requirements in the industry/economic-social development strategies of the nation, regions, and transparently disclosed.
- Standard 1.2: The school has a regulation on organization and operation, with clear assignment of functions and tasks of units within and under the school, suitable to its mission, objectives, sector, profession structure, and scale of training.
- Standard 1.3: The school has established and operated a quality assurance system.
- Standard 1.4: Annually, the school's quality assurance system is evaluated and improved to enhance management effectiveness and efficiency.
- Standard 1.5: The board of trustees or school boards (party committee, school board for schools under armed forces), party organizations, mass organizations, and other advisory councils are established as regulated; set strategic directions suitable to the school's mission and objectives.
(2) Criterion 2 - Training Activities
- Standard 2.1: Enrollment regulations and recruitment plans and policies are developed and implemented in line with the training program of the school's courses and professions.
- Standard 2.2: The school enrolls students according to plans ensuring fairness, objectivity, and with an orientation towards improving quality of entry. The recruitment process is inspected, monitored, and improved to ensure adequacy and effectiveness.
- Standard 2.3: The school develops and promulgates regulations on training, assessment, and graduation recognition. Diverse training forms, modes, and methods align with the objectives and content of each training program.
- Standard 2.4: The school plans and implements training for each class, course, semester, and academic year. The detailed plan extends to modules, subjects, theoretical hours, practical work, and internships suitable to training methods for students to meet the output standards.
- Standard 2.5: Training activities are conducted according to approved program objectives and content; cooperates with employing units or organizations/individuals in organizing and guiding practical and internship activities for students.
- Standard 2.6: The school applies information technology in management and organization of training, including distance education forms (if any).
- Standard 2.7: Annually, the school organizes inspections and monitoring of teaching and learning activities as planned. Promptly adjusts teaching and learning activities based on survey and feedback recommendations to contribute to improving training quality.
- Standard 2.8: Assessment forms, methods, and tools for student academic and training results are appropriately designed; reviewed, evaluated, and improved to ensure accuracy, fairness, objectivity, and orientation towards achieving output standards.
(3) Criterion 3 - Teachers, Management Staff, Public Employees, Workers
- Standard 3.1: Recruitment, planning, training, and development processes for teachers and management staff are issued and applied; annually reviewed and evaluated for improvement.
- Standard 3.2: The school fully implements policies for teachers, management staff, public employees, and workers. Annually, plans for training and professional development are developed for teacher standardization and quality improvement, subject to authorized approval.
- Standard 3.3: The school's teaching team participates in instruction meeting current standards in expertise and professional skills, ensuring quantity, sector structure, and profession to meet the school's training requirements.
- Standard 3.4: Teachers instruct conforming to the content, objectives, and requirements of the training program, executing related training regulations.
- Standard 3.5: The school has policies, measures, and implements policy measures to encourage teachers to study, self-improve professional qualifications, innovate teaching methods.
- Standard 3.6: Teachers are periodically educated and trained to update knowledge, technology, and improve professional skills or meet specific demands of the profession or training.
- Standard 3.7: The school's management staff meets standards and performs assigned responsibilities accurately. Public employees and workers are sufficient in quantity, with the expertise to meet job requirements. Management staff, public employees, and workers are periodically trained and updated to enhance professional skills.
(4) Criterion 4 - Curriculum and Training Materials
- Standard 4.1: Process assurance for quality in developing, selecting, modifying, and supplementing training programs is issued and applied. The process includes participation from employing units and stakeholders in building and appraising training programs.
- Standard 4.2: The school issues full training programs, with output standards for each program certified for vocational education operations.
- Standard 4.3: Output standards of training programs meet the requirements of the Vietnam National Qualifications Framework for vocational education levels, align with vocational education goals, demands of sector and profession training, and are publicly announced.
- Standard 4.4: Training programs are periodically reviewed, evaluated, updated, and improved to meet labor market demands and developments in the industry, regions.
- Standard 4.5: Process assurance for quality in developing, selecting, modifying, and supplementing training materials is issued and applied. Experts and experienced management staff in the training sector or profession participate in building and appraising training materials.
- Standard 4.6: The school issues comprehensive training materials for modules and subjects in the training program. Materials specify knowledge and skill requirements for each module, subject, and align with teaching methods.
Standard 4.7: Training materials are periodically reviewed, evaluated, and updated according to regulation to meet changes in training programs.
(5) Criterion 5 - Infrastructure and Training Equipment
- Standard 5.1: The school issues and applies management processes and tools for equipment, practice workshops, classrooms, and purpose-specific rooms to meet training, research, and student services, among other school activities.
- Standard 5.2: The school's campus master plan aligns with function and environmental sustainability. Its technical infrastructure complies with current standards, meeting training, production, service, and living needs.
- Standard 5.3: Administrative, theoretical instruction, practical training, physical training, service, and other areas for student and teacher use have infrastructure and equipment suitable for the training profession, scale, and level, meeting technological and environmental standards.
- Standard 5.4: Environmental, safety, occupational health standards are determined and implemented, including essential needs and conditions for persons with disabilities (if applicable) and non-discrimination by gender.
- Standard 5.5: Equipment and tools for training meet program execution requirements, rationalized for management, maintenance, and ensure pedagogical, health, and environmental safety requirements.
- Standard 5.6: The school issues and disciplines the raw regenerative material management process. Materials are appropriately deployed, meeting demands per training schedule and effectively reused.
- Standard 5.7: The school has a library with electronic reading rooms for staff and teachers; reading rooms for students; a book repository meeting design standards and designated area usage criteria.
- Standard 5.8: The library and learning resources are sufficient and suitable, updated, applying information technology advancements for effective support in teaching, learning, and research for teachers, management staff, public employees, workers, and students.
(6) Criterion 6: Scientific Research and International Cooperation
- Standard 6.1: The school issues policies encouraging management staff, teachers, public employees, workers, and students to engage in scientific research, innovation, technological transfer to enhance training quality and community service.
- Standard 6.2: Annually, the school implements research projects and innovations from school level or higher, applied for direct training service of the school and community.
- Standard 6.3: Annually, the school has publications by teachers, management staff, public employees, workers in specialized journals or equivalent publications.
- Standard 6.4: The school engages in international cooperation with institutions or foreign organizations to elevate its training quality.
(7) Criterion 7: Students and Student Support Activities
- Standard 7.1: Information on professions, programs, and training, along with implementing regulations for training, testing, examination, and graduation recognition; and the school's rules, regulations, and policies for students are clearly, comprehensively, and publicly described.
- Standard 7.2: Students benefit from policies protecting their rights and access to vocational learning and career development. Students are respected and treated fairly without gender, religious, or origin discrimination.
- Standard 7.3: The school has encouraging policies, recognizes student achievements, and promptly supports students in their learning journey to achieve academic goals.
- Standard 7.4: Students are facilitated to participate in cultural, sports, scientific research, and social activities for comprehensive quality and skill development.
- Standard 7.5: Student support services and the student management system are regularly reviewed and improved to meet student and stakeholder needs.
(8) Criterion 8 - Supervision and Quality assessment
- Standard 8.1: Graduation and dropout rates are monitored and benchmarked (if applicable) for improvement.
- Standard 8.2: The school implements a survey system to collect feedback from employers and stakeholders on how graduates meet real-world production demands. Feedback is used as a basis to evaluate and improve related policies to enhance the school's service quality.
- Standard 8.3: The school issues and applies survey processes and tools for teachers and management staff on policies affecting teaching, recruitment, training, development, appointment of management staff and teachers, using survey results to evaluate and improve related policies to ensure and improve training quality.
- Standard 8.4: The school issues and applies survey processes and tools for students on training forms' quality and effectiveness, service quality, teaching, and student-related policies. Results are used to evaluate and improve related policies for quality assurance and training quality improvement.
- Standard 8.5: The school conducts self-assessment, having plans for school quality appraisal; plans, and measures are in place for quality improvement based on self-assessment results and external assessments (if any).
- Standard 8.6: Within 12 months of graduation, at least 80% of graduates are employed.

According to Article 5 of Circular 14/2024/TT-BLDTBXH...Download, the cases of meeting or failing to meet vocational education and training accreditation standards in Vietnam are as follows:
(1) Meeting vocational education and training accreditation standards
A school is assessed as meeting quality accreditation in vocational education and training standards when fulfilling the following requirements:
- Total assessment points for accreditation criteria reach 80 or higher;
- assessment points for each criterion meet 60% of the criterion's standard points;
- assessment points for criteria 2, 3, 4, 5 are 80% or more of the standard points.
(2) Failing to meet vocational education and training accreditation standards
A school is assessed as not meeting vocational education standard quality accreditation when it does not meet the requirements stipulated in (1).
