On September 4, 2024, the Minister of Education and Training issued Official Telegram 1170/OD-BGDDT regarding proactive response to Typhoon No. 3 (Typhoon Yagi).
In the Telegram, the Minister requested Directors of the Departments of Education and Training in northern provinces from Nghe An onwards to strictly implement certain measures to respond to Typhoon No. 3 (Typhoon Yagi), including the requirement not to hold opening ceremonies in areas with heavy rain and risks of landslides and flooding.
Previously, according to the time frame plan of the 2024-2025 school year stipulated in Article 1 of Decision 2045/QD-BGDDT in 2024, the opening ceremony will be held nationwide on September 5, 2024.

What is the time frame plan for the school year 2024-2025 in Vietnam?
Based on Article 1 of Decision 2045/QD-BGDDT in 2024, the time frame plan for the school year 2024-2025 is as follows:
- The earliest school assembly is one week before the opening ceremony date. For first grade, the earliest school assembly is two weeks before the opening ceremony date.
- The opening ceremony will be held on September 5, 2024.
- The first semester concludes before January 18, 2025, and the school year concludes before May 31, 2025.
- Primary school program completion and secondary school graduation recognition must be completed before June 30, 2025.
- Admissions for the initial grades must be completed before July 31, 2025.
- The high school graduation exam of 2025 is scheduled to take place on June 26 and June 27, 2025.
- Other national-level exams will be organized as per the regulations and guidelines of the Ministry of Education and Training.
According to Article 3 of Decision 2045/QD-BGDDT in 2024, the Chairpersons of the People's Committees of provinces and centrally governed cities are responsible for determining the academic year schedules for preschool, general education, and continuing education based on local realities.
To whom to report the preparation for the new academic year in Vietnam?
Article 3 of Decision 2045/QD-BGDDT in 2024 stipulates:
Responsibility for implementation
- The Chairpersons of the People's Committees of provinces and centrally governed cities shall decide:
a) The academic year schedule for preschool, general education, and continuing education suitable to the local reality.
b) The early school assembly date and extended academic year duration not exceeding 15 days from the regulation in Article 1 of this Decision to ensure the completion of the preschool, general education, and continuing education programs in case of natural disasters or epidemics; for special arising cases, report to the Ministry of Education and Training before implementation.
- Directors of Departments of Education and Training:
a) Decide on school closures in extreme weather, natural disasters, and arrange make-up classes; ensure teachers' vacation time during the academic year.
b) Report to the Ministry of Education and Training on:
- The preparation for the academic year and organization of the opening ceremony for the 2024-2025 academic year before September 10, 2024;
- The summary of the implementation of key tasks and solutions for the 2024-2025 academic year and the results of achieving the emulation criteria, and propose commendations for the academic year before June 25, 2025.
Thus, before September 10, 2024, Directors of Departments of Education and Training must report the preparation for the new academic year and the status of organizing the opening ceremony of the 2024-2025 academic year to the Ministry of Education and Training.

According to Article 2 of Decision 2045/QD-BGDDT in 2024, the principles for building the academic year schedule of localities are:
- The academic year schedule of localities must ensure a total of 35 weeks of actual study (18 weeks for the first semester and 17 weeks for the second semester).
- The academic year schedule must be appropriate to the local characteristics and actual conditions.
- Public holidays and Tet holidays comply with the provisions of the Labor Code and annual guiding documents.
- Teachers' annual leave is arranged during the summer or may be interspersed at other times to suit local specifics and the academic year schedule.
- The academic year schedule must be consistent across different education levels within the same locality, especially in schools with multiple educational levels.
