What are latest contents about the embroidery of the Emulation Flag of the National University in Vietnam?

On August 26, 2024, the Minister of Education and Training issued Circular 10/2024/TT-BGDDT regarding the content for embroidering the Emulation Flag of the National University.

Pursuant to Article 2 of Circular 10/2024/TT-BGDDT, the content for embroidering the Emulation Flag of the National University is as follows:

The flag is embroidered with yellow thread, uppercase letters, upright and bold font, the typeface, and font size is adjusted according to the flag's content to ensure beauty, solemnity, and includes the following main content:

- First line: “(name of National University)”; uppercase letters, upright and bold font.

- Second line: “AWARD”; uppercase letters, upright and bold font.

- Below the second line, in the center is a five-pointed yellow star.

- Below the star is the text “(name of the unit receiving the award)” and the line “LEADING UNIT IN THE EMULATION MOVEMENT YEAR” or “EMULATION MOVEMENT”, the year recorded is the year the unit achieved the evaluated accolade, the emulation movement is recorded as the movement initiated by the National University; uppercase letters, upright and bold font.

What are the criteria for winning the Emulation Flag of the National University in Vietnam?

Pursuant to Article 7 of Circular 29/2023/TT-BGDDT:

Title “Emulation Flag of the National University”

1. The Emulation Flag of the National University is awarded annually to the most outstanding collective, leading the emulation movement of the block, the competition cluster organized by the National University and meeting the following standards:

a) Exceed the assigned programs, plans, and tasks for the year; present new factors, new models for other units in the National University to learn from. If it is a production or business unit, it must comply well with legal regulations, the obligations to the State and the National University;

b) Internal solidarity; actively practice thrift, combat waste, prevent corruption and other social vices;

c) The party committee and mass organizations are rated as completing tasks well or better.

2. The Emulation Flag of the National University is awarded to the most outstanding collective, leading the thematic emulation movement organized by the National University, with a minimum implementation time of 3 years when summarizing the emulation movement; subjects and criteria for awarding are specified by the National University according to each emulation movement.

3. The number of Emulation Flags awarded to units within the National University is regulated by the president of the National University, but not exceeding 20% of the total number of leading collectives in the blocks and competition clusters organized by the National University.

4. The National University does not award the Emulation Flag of the National University to collectives that have been awarded the Emulation Flag of the Ministry of Education and Training for the same achievements.

- The most outstanding collective, leading the emulation movement of the block or competition cluster organized by the National University;

- Exceed the assigned programs, plans, and tasks for the year;

- Present new factors, new models for other units in the National University to learn from. If it is a production or business unit, it must comply well with legal regulations, the obligations to the State and the National University;

- Internal solidarity; actively practice thrift, combat waste, prevent corruption and other social vices;

- The party committee and mass organizations are rated as completing tasks well or better.

What is the accompanying reward amount for the Emulation Flag of the National University in Vietnam?

Pursuant to Clause 2, Article 54 of Decree 98/2023/ND-CP:

a) The title “Excellent Labor Collective”, “Unit of Determination to Win” is awarded with a certificate, frame, and rewarded 1.5 times the statutory pay rate;

b) The title “Advanced Labor Collective”, “Advanced Unit” is rewarded 0.8 times the statutory pay rate;

c) The title of outstanding commune, ward, and commune-level town is awarded with a certificate, frame, and rewarded 2.0 times the statutory pay rate;

d) The title of cultural village, and street quarter is awarded with a certificate, frame, and rewarded 1.5 times the statutory pay rate;

dd) The title “Emulation Flag of the Government of Vietnam” is awarded with a flag and rewarded 12.0 times the statutory pay rate;

e) The title of emulation flag of ministries, sectors, and provinces is awarded with a flag and rewarded 8.0 times the statutory pay rate;

g) The title of the emulation flag of military zones, corps, services, branches, general departments, and equivalents under the Ministry of Defense, the Cipher Committee of the Government of Vietnam; the emulation flag of the National University is awarded with a flag and rewarded 6.0 times the statutory pay rate.

Pursuant to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is 2,340,000 VND/month.

Currently, the reward amount accompanying the Emulation Flag of the National University is 14,040,000 VND.

Note: Circular 10/2024/TT-BGDDT takes effect from October 11, 2024.
