How many times a year is the parent meeting held in Vietnam?
According to the provision at Clause 1, Article 9, Regulations on the Parent Committee issued together with Circular 55/2011/TT-BGDDT, parent meetings are regulated as follows:
Activities of Parents and Parent Committees
1. Meetings of all parents in a class:
a) At the beginning of the school year, the homeroom teacher organizes a meeting of all parents to elect the Parent Committee of the class with the number of members stipulated at Point a, Clause 1, Article 3 of these Regulations. During the school year, three meetings of all parents in a class are held: at the beginning of the school year, at the end of the first semester, and at the end of the school year. Extraordinary meetings are held if at least 50% of the class’s parents request one;
b) Whether or not to hold a meeting of all parents in the school is decided by the School Parent Committee.
Therefore, according to the above regulations, three meetings of all parents in a class should be organized in one school year, specifically:
- parent meeting at the beginning of the school year- parent meeting at the end of the first semester- parent meeting at the end of the school year
Additionally, an extraordinary meeting should be organized if at least 50% of the class’s parents request one.
What is the organization of parent committees in Vietnam?
According to Article 3 Circular 55/2011/TT-BGDDT, the Parent Committee is organized as follows:
- Class Parent Committee:
+ Each class has a Parent Committee consisting of 3 to 5 members, including a head and a deputy head.
+ Members of the Class Parent Committee should be enthusiastic and responsible individuals who cooperate with the homeroom teacher, subject teachers, and the school to represent the class’s parents in educational activities for students.
- School Parent Committee:
+ Each school has a Parent Committee consisting of a head, deputy heads, and standing members (if necessary).
+ Members of the School Parent Committee are heads or deputy heads from the Class Parent Committees.
+ The number of deputy heads and standing members (if necessary) of the School Parent Committee is decided by a meeting of the heads and deputy heads of the Class Parent Committees.
- The term of office for Class and School Parent Committees is one school year; the committees' terms end at the beginning of the next school year, except for the committee of the final grade, which ends at the end of the school year.
- Members of the Parent Committee can be changed or supplemented as needed, proposed by the head. Changes or supplements to committee members are decided by all parents of the class (for Class Parent Committees) or all members of the School Parent Committee (for the School Parent Committee).
- The Parent Committee operates on the principle of consensus. Discussed and agreed-upon matters in the committee are recorded in the meeting minutes.
Additionally, the Class Parent Committee has duties and rights as stipulated in Article 4 Circular 55/2011/TT-BGDDT as follows:
- Duties of the Class Parent Committee:
+ Collaborate with the homeroom teacher and subject teachers to organize educational activities for students;
+ Collaborate with the homeroom teacher to prepare content for parent meetings during the school year;
+ Participate in moral education for students; encourage and support excellent students, help struggling students, motivate dropouts to return to school, and assist disadvantaged, disabled students, or those with other difficult circumstances.
- Rights of the Class Parent Committee:
+ Decide to convene parent meetings as stipulated in Article 9 of these Regulations (except for the initial meeting to elect the Class Parent Committee) after agreeing with the homeroom teacher;
+ Collect parents' opinions on student management and educational measures to specifically propose to the homeroom and subject teachers for enhancing moral and educational quality;
+ Coordinate extracurricular educational activities, traditional education, cultural, artistic, and sports activities to achieve comprehensive educational goals for students after agreeing with the homeroom teacher.
