On February 14, 2025, the Central Executive Committee issued Conclusion 126-KL/TW 2025 about certain contents and tasks to continue reorganizing and streamlining the apparatus of the political system for 2025.

In sub-section 3.4 of Section 3 Conclusion 126-KL/TW in 2025, the orientation for researching the merger of certain provinces in the reorganization and completion of the political system apparatus for 2025, and the 2025-2030 term is clearly stated as follows:

Continue to reorganize and complete the apparatus of the political system in 2025 and the 2025-2030 term.

3.2. Assign the CPV committee of the Government of Vietnam to:

- Direct the CPV committee of the Government Inspectorate and related agencies, units to urgently complete the scheme to reorganize the inspection system, report to the Politburo at the meeting on February 18, 2025.

- Lead, direct the review, assess, and reorganize the activities of party organizations in corporations, state-owned commercial banks towards transferring the party cells (enterprises) under the CPV committee of the corporations, companies to local CPV committees based on their production and business activities (report to the Secretariat by the end of quarter 2/2025).

- Chair, cooperate with the Central Organization Committee, CPV committee of National Assembly, relevant CPV committees, and related party organizations to research the orientation to continue arranging to remove intermediate administrative levels (district level); prepare plans to continue arranging the commune level suitable to the new organizational model, propose the organization of apparatus, functions, duties, powers, and responsibilities of the commune level; orient the merger of certain provincial-level administrative divisions; propose policies to amend, supplement related legal regulations of the Communist Party, report to the Politburo in quarter 3/2025.

Thus, under Conclusion No. 126-KL/TW, the CPV committee of the Government shall research removing intermediate administrative levels (district level) and merging certain provincial-level administrative divisions. These contents must be reported to the Politburo in Q3/2025.

However, as of now, Conclusion No. 126-KL/TW only stops at "researching orientation" but has not determined which provinces will merge or a specific timeline in 2025. The actual implementation may occur after the report and approval from the Politburo in quarter 3/2025 or later, possibly into the 2026-2030 period.
