How many days will the Lunar New Year holiday 2025 of Vietnamese official public employees last?

Under Official Dispatch 6726/VPCP-KGVX in 2024 Download from the Office of the Government of Vietnam regarding the Lunar New Year holiday and other public holidays in 2025, the Prime Minister of Vietnam, Pham Minh Chinh, has the following opinions:

Agree with the proposal of the Ministry of Labor, Invalids and Social Affairs about the Lunar New Year holiday, National Day holiday, and the swapping of workdays on the holidays of Victory Day and International Labor Day (April 30 and May 1, 2025). The Minister of Labor, Invalids and Social Affairs is to inform administrative agencies, organizations, political organizations, socio-political organizations, and enterprises, and employees as per regulations.

The Lunar New Year holiday 2025 includes Monday, January 27, 2025 (December 28, 2024 in the lunar calendar), December 29, 2024 in the lunar calendar and January 1,2,and 3 of 2025 in the lunar calendar (ends on Friday, January 31, 2025).

However, in addition to the 5-day Lunar New Year holiday 2025 as stipulated in the Labor Code 2019, there are 2 additional weekly breaks preceding the official holiday, Saturday and Sunday (January 25 and 26, 2025 in the solar calendar), equivalent to December 26 and 27, 2024 in the lunar calendar, and an additional 2 weekly breaks following the official holiday, Saturday and Sunday, February 1 and 2, 2025 in the solar calendar.

Therefore, in reality, Vietnamese official public employees are entitled to the 9-day Lunar New Year holiday 2025, from December 26, 2024 in the lunar calendar (January 25, 2025) to January 5  in the lunar calendar (February 2, 2025).

What are the duties of visiting teachers who are Vietnamese officials or public employees?

According to Clause 2, Article 71 of the Education Law 2019 regarding visiting teaching:

Visiting teaching

1. Visiting teaching is the act where educational institutions invite persons meeting criteria stipulated in Article 67 of this Law to conduct teaching. Persons invited to conduct teaching by educational institutions are called visiting teachers or visiting lecturers.

2. Visiting teachers and lecturers must perform duties as defined in Article 69 of this Law. If being officials or public employees, visiting teachers and lecturers must first assure the fulfilment of tasks at their organisations.

3. Encourage inviting domestic teachers and scientists, scientists who are overseas Vietnamese and foreigners to teach at educational institutions as visiting teachers or lecturers.

Thus, according to the above regulation, visiting teachers who are Vietnamese officials or public employees in Vietnam must perform duties as stated in Article 69 of the Education Law 2019:

- Instructing and educating according to educational goals and principles, fully and qualitatively implementing the education

- Educate and teach according to educational objectives and principles, implementing educational programmes with sufficiency and quality;

- Be exemplary in the fulfilment of civic duties, school charters and code of conduct of teachers.

- Maintain moral quality, prestige and honor of teachers; respecting learners' dignity, treating learners equally; and protecting legitimate rights and interests of learners.

- Study and practice continuously to improve moral quality, political qualification, professional qualification and knowledge, reforming teaching methods, and being good examples for learners.

Additionally, visiting teachers who are officials and public employees must first ensure the fulfillment of tasks at their organizations.

What are the standards for visiting teachers in Vietnam?

Under Article 5 of the Regulations on visiting teaching policies in educational institutions issued with Circular 44/2011/TT-BGDDT, the standards for visiting teachers are as follows:

- For teaching subjects and modules specified in the curriculum of preschool education, general education, vocational secondary education, higher education, and continuing education to obtain national education system diplomas, visiting teachers must meet the standards specified in Clause 2, Article 70 of the Education Law 2019; visiting teachers who are officially appointed teachers or full-time teachers at preschool or general education institutions must meet the professional standards of the education level where they are teaching.

- For teaching modules not included in the curriculum of preschool education, general education, vocational secondary education, higher education, and continuing education to obtain national education system diplomas, visiting teachers must have appropriate educational qualifications and professional experience.

- For teaching foreign language and informatics training programs at continuing education centers, visiting teachers must have professional qualifications from college level or higher.

- For activities mentioned at point c, Clause 1, Article 2 of the Regulations on visiting teaching policies in educational institutions issued with Circular 44/2011/TT-BGDDT, visiting teachers must meet the standards specified in Clause 2, Article 70 of the Education Law 2019 and the training regulations for master's and doctoral degrees.

- For activities mentioned at point d, Clause 1, Article 2 of the Regulations on visiting teaching policies in educational institutions issued with Circular 44/2011/TT-BGDDT, visiting teachers must meet the requirements for experiments, practice, and internship of the subject, module, educational program; meet the standards set for laboratory staff.

- For activities mentioned at point đ, Clause 1, Article 2 of the Regulations on visiting teaching policies in educational institutions issued with Circular 44/2011/TT-BGDDT, according to the visiting teaching field or specialization, visiting teachers must meet at least one of the following requirements:

+ Have scientific works published in scientific journals or in scientific symposiums both domestically and internationally;

+ Have a published monograph;

+ Have a research topic accepted at least at faculty level or its equivalent;

+ Have a technology transfer contract that has been accepted and liquidated.
