According to Article 12 of Circular 27/2023/TT-BGDDT, it is stipulated as follows:
Provincial People's Committee
- Based on the criteria for selecting textbooks stipulated in Article 3 of this Circular, specify the selection criteria for textbooks.
- Based on the regulations in Chapters II and III of this Circular, direct the educational management agency to guide educational institutions on selecting and using textbooks.
3. Decide on the approval of the list of selected textbooks for local educational institutions.
- Ensure funding and facilities for organizing the selection of textbooks.
- Make public and transparent the information on the selection of textbooks and explain the decision to use stable textbooks in educational institutions in the area to the public.
- Direct the inspection and examination of the organization of textbook selection according to the law.

What are the principles and criteria for selecting textbooks in General Education Institutions in Vietnam?
* Principles for selecting textbooks:
According to Article 2 of Circular 27/2023/TT-BGDDT, the principles for selecting textbooks in general education institutions are as follows:
- Select textbooks from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.
- Each grade selects one (1) textbook for each subject and educational activity (including elective subjects if any) conducted in the educational institution.
- The selection of textbooks ensures democratic, objective, public, transparent processes, and prioritizes the interests of students.
* Criteria for selecting textbooks:
According to Article 3 of Circular 27/2023/TT-BGDDT, the criteria for selecting textbooks in general education institutions are as follows:
- Suitable for the socioeconomic characteristics of the locality.
- Suitable for the conditions of teaching and learning at the educational institution.
What are details of the process of selecting textbooks in Educational Institutions in Vietnam?
According to Article 7 of Circular 27/2023/TT-BGDDT, the process of selecting textbooks in educational institutions is as follows:
Step 1: The Council develops the plan to organize the selection of textbooks for the educational institution; assigns tasks to each member of the Council.
Step 2: Organize the selection of textbooks in professional groups
- Based on the plan of the Council and the criteria for selecting textbooks, the head of the professional group develops the plan to organize the selection of textbooks for each subject within the professional group, and reports to the head of the institution before implementation;
- Organize for all subject teachers at the educational institution (including regular, contract, deputized, part-time, inter-school teachers) to participate in selecting textbooks for that subject;
- No later than 20 days before the first meeting of the professional group, the head of the professional group organizes for subject teachers to study the textbooks of the subject, write review and evaluation forms for the subject textbooks according to the criteria for selecting textbooks;
- The head of the professional group organizes a meeting with subject teachers to discuss, vote, and select 01 (one) textbook for that subject. In cases where the subject has only 01 textbook approved by the Minister of Education and Training, the professional group selects that textbook without voting.
The selected textbook must have more than 1/2 (half) of the subject teachers voting in favor.
If no textbook receives more than 1/2 (half) of the subject teachers' votes, the professional group must re-discuss and re-vote; the selected textbook is the one with the highest number of subject teachers voting for it in the second vote.
In both (2) voting rounds, if there are two (2) textbooks with the same highest number of votes, the head of the professional group decides on one of the textbooks with the highest number of votes from subject teachers.
Meeting minutes of the professional group must record all comments, evaluations of the textbooks by participating subject teachers, and be signed by the head of the professional group and the minute-taker;
- The head of the professional group summarizes the results, prepares a list of textbooks selected by the professional group with signatures from the head of the professional group and the assigned book list preparer.
Step 3: The Council meets to discuss, evaluate the organization of textbook selection by the professional groups; appraises the minutes of the professional group's meetings; reviews the review and evaluation forms of the teachers; summarizes the results of the textbook selection by the professional groups into minutes (including remarks, evaluations on the organization of textbook selection by professional groups; the list of textbooks selected by professional groups), and the minutes are signed by the Chairman and Secretary of the Council.
Step 4: The Council proposes the list of textbooks selected by the professional groups following the regulations to the head of the institution.
Step 5: The educational institution prepares a dossier on the selection of textbooks to send to the Department of Education and Training (for primary and lower secondary levels) or the Department of Education and Training (for upper secondary level). The dossier includes:
- Decision on the establishment of the Council by the educational institution;
- Minutes of the meetings of the Council following the regulations;
- List of textbooks selected by the educational institution.
