8559 – 85590: Other education not elsewhere classified

This class includes the provision of instruction and specialized training for adults, not comparable to general education in class 852 (secondary education), class 853 (vocational education), class 854 (tertiary education). This class does not include the activities of academies, colleges and universities. The instruction may be given in diverse settings, such as at the units or client’s training facilities, educational institutions, workplaces or homes, possibly through correspondence, television, internet, in classrooms or by other means. This instruction does not lead to high school diploma or undergraduate degree.

To be specific:

- Education by refresher course providers, which is not definable by level.

- Tutoring services.

- Academic preparation.

- Learning centers offering remedial courses.

- Professional examination review courses.

- Language instruction and communication skills instruction.

- Speed reading instruction.

- Religious instruction.

- Schools organized by bodies of Vietnam Communist Party and authorities.

This class also includes:

- Driving training for non-driver learners.

- Flying training.

- Self-protection training.

- Survival training.

- Public speaking training.

- Computer training.

Except:

- Adult literacy programs, see class 85210 (Primary education), lower secondary education and upper secondary education, see class 85220 - 85230 (lower secondary education and upper secondary education),

- Driving schools for occupational drivers, see class 853 (vocational education).

- College education, see class 853 (vocational education), university and post-graduate education, see class 854 (tertiary education).

Thus, the cases where extra classes in Vietnam under Circular 29/2024/TT-BGDDT are not allowed are:

1. Extra classes for primary school students must not be organized, except in cases of training in arts, sports, and life skills.

What are the rules of extra classes in Vietnam?

Under Article 3 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025), the rules of extra classes are as follows:

- Extra classes are only organized when students wish to attend extra classes and have consent from parents or guardians (hereinafter collectively referred to as parents). Schools, organizations, or individuals organizing extra classes are not allowed to force students into extra classes in any manner.

- The content of extra classes must not contravene the regulations of Vietnamese law, and must not bear biases regarding race, religion, occupation, gender, or social position. There shall be no omission of educational content according to the school's educational plan to include in extra class sessions.

- The purpose of extra classes must contribute to the development of students' qualities and abilities; it must not affect the organization of the school’s education program or the implementation of the subject curriculum by teachers.

- The duration, time, location, and form of organizing extra class sessions must be suitable to the psychological and physical condition of the age group, ensuring students' health; must comply with the legal regulations about working hours, overtime, and other relevant legal regulations concerning security, order, safety, environmental hygiene, and fire prevention in the area where extra classes are held.

According to Article 8 of Circular 29/2024/TT-BGDDT, the specific responsibilities of the provincial People's Committee in managing extra classes are outlined as follows:

[1] Being responsible for managing extra classes within the province.

[2] Issuing local regulations on extra classes, including key contents such as:

- Responsibilities of people’s committees at all levels, educational authorities, and other related agencies in implementing regulations on extra classes;

- Management and use of funds for organizing extra classes;

- Inspection and supervision, along with handling of violations.

[3] Directing the inspection and supervision of extra classes within the managed area; handling violations in accordance with the law.
