What are rights of lower and upper secondary school students in Vietnam?
The rights of lower and upper secondary school students are specifically prescribed in Article 35 of the Regulations on lower secondary schools, upper secondary schools, and schools with multiple educational levels, issued together with Circular 32/2020/TT-BGDDT:
- Enjoy equality in comprehensive education, guaranteed conditions of time, facilities, hygiene, and safety for classroom learning and self-study at home, access to information about their studies, use of equipment, and means to support learning, cultural, and sports activities of the school as per regulations.
- Be respected and protected, treated equally and democratically, have the right to file complaints with the school and educational management levels regarding decisions about themselves; have the right to transfer schools for legitimate reasons according to current regulations; be allowed to learn ahead of age, to skip grades, to study beyond the prescribed age under Article 33 of the same regulations issued with Circular 32/2020/TT-BGDDT.
- Participate in activities to develop their talents in subjects, sports, and arts, organized by the school if they qualify.
- Receive scholarships or other support according to regulations applicable to students benefiting from social policies, students with life difficulties, and those with exceptional talents.
- Transfer schools if they meet the conditions as per regulations; the transfer procedure follows the regulations of the Minister of Education and Training.
- Enjoy other rights as stipulated by law.

- Teachers in charge of subject-specific classrooms are reduced by 3 periods per subject per week.
- Teachers responsible for school-wide extracurricular activities, physical education, school gardens, workshops, equipment rooms, and libraries (if these positions are not held by specialized staff) are reduced by 2-3 periods per week depending on the workload, as determined by the principal.
- Subject group leaders are reduced by 3 periods per week.
- Deputy subject group leaders are reduced by 1 period per week.
- Teachers serving as the head of functional departments at university preparatory schools are reduced by 3 periods per week.
