Is there any change of method for calculation of the salary of Grade II primary school teachers when the statutory pay rate in Vietnam increases to 2.34?
Based on Clause 1, Article 8 of Circular 02/2021/TT-BGDDT:
Salary Arrangement
1. Public employees appointed to the professional titles of primary school teachers as stipulated in this Circular shall be applied the corresponding salary scale issued along with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding wage policies for officials and public employees and armed forces. Specifically:
a) Grade III Primary School Teacher, code V.07.03.29, is applied the salary coefficient of public employees category A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Grade II Primary School Teacher, code V.07.03.28, is applied the salary coefficient of public employees category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Grade I Primary School Teacher, code V.07.03.27, is applied the salary coefficient of public employees category A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

According to the above regulations, Grade 2 primary school teachers are applied the salary coefficient of public employees category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.
Based on Circular 07/2024/TT-BNV, the salary of officials and public employees is calculated as follows:
Salary = Basic Salary x Salary Coefficient
Simultaneously, according to Decree 73/2024/ND-CP, when increasing the statutory pay rate to 2,340,000 VND/month, the calculation of the teacher's salary from July 1, 2024, is as follows:
Salary = 2,340,000 VND x Salary Coefficient
Thus, when increasing the statutory pay rate to 2.34, the salary of Grade 2 primary school teachers does not change and will still be calculated based on the salary coefficient and the statutory pay rate.

What are 03 sources of income for Grade 2 primary school teachers in Vietnam?
Based on Decree 73/2024/ND-CP increasing the statutory pay rate from 1.8 million VND to 2.34 million VND, the income of teachers who are being calculated based on the salary coefficient and statutory pay rate also increases accordingly. Specifically:
(1) Increased Basic Salary: Increasing the statutory pay rate leads to an increase in the basic salary. The basic salary of teachers is calculated based on the statutory pay rate of 2.34 million VND/month and the salary coefficient in the Circulars regarding teachers' salary coefficients at different levels.
Thus, when increasing the statutory pay rate by 30% from 1.8 million VND/month to 2.34 million VND/month, the salary calculated by the formula coefficient x statutory pay rate will also increase accordingly.
(2) Increased Allowances: Besides salary, the allowances remain the same as before. Since the allowances are calculated in two ways, when the statutory pay rate increases, the allowances also increase accordingly:
- For allowances calculated based on the statutory pay rate:
The allowance level effective from July 1, 2024 = Statutory pay rate of 2,340,000 VND/month x Current allowance coefficient.
- For allowances calculated as a percentage of the current salary plus allowances for leadership positions and surpassing seniority allowances (if any):
The allowance level effective from July 1, 2024 = (Salary effective from July 1, 2024 + Leadership position allowance effective from July 1, 2024 (if any) + Surpassing seniority allowance effective from July 1, 2024 (if any)) x Allowance percentage rate according to the regulations.
Regardless of the calculation method, the teacher's allowances will increase when the statutory pay rate rises to 2.34 million VND/month.
(3) Additional Bonuses: According to Subsection 2.2, Section 2 of Conclusion 83-KL/TW of 2024, although the salary reform implementation is temporarily postponed, the Politburo still concluded that a bonus equivalent to 10% of the total salary fund excluding allowances would be applied starting from July 1, 2024.
Therefore, even without salary reform, teachers still receive an additional bonus equivalent to 10% of the total salary fund if they achieve extraordinary accomplishments in their work and are rated annually for completing their tasks and listed in the salary payment list of public educational institutions.
Thus, although there has been no salary reform, the increase in the statutory pay rate to 2.34 million VND/month equivalent to 30% also significantly increases the income of Grade 2 primary school teachers.
What are the duties of Grade 2 primary school teachers in Vietnam?
According to Clause 1, Article 5 of Circular 02/2021/TT-BGDDT, Grade 2 primary school teachers have the following duties:
- Developing lesson plans and educating students; participating in developing teaching and education plans for students in the professional group according to the goals and primary education program.
- Implementing the general education program for primary education and the school's education plan.
- Applying teaching and education methods aimed at developing students' qualities and competencies; participating in identifying and nurturing gifted students; engaging in applied pedagogy research and creating teaching aids and primary education teaching equipment.
- Completing all professional training and development courses as specified; self-studying and practicing to improve political, professional, and vocational skills; participating in professional activities as required; engaging in compulsory education, literacy eradication, and inclusive education.
- Coordinating with parents and social forces in educating students and providing primary student counseling.
- Performing other tasks assigned by the principal.
- Acting as a reporter or giving demonstration lessons in primary teacher training courses or piloting new teaching models and methods at the school level or higher.
- Leading professional content and activities/special topics in professional groups or grade groups; participating in evaluating and approving applied pedagogy research topics from the school level or higher.
- Being a part of the jury for excellent teaching contests, excellent class leadership contests, or excellent Young Pioneer Brigade instructor contests at the school level or higher; performing duties as a key primary teacher.
- Participating in other professional activities such as educational quality assessment, professional inspection, and pedagogy skill evaluation at the school level or higher; guiding and evaluating student pedagogy internships (if any).
