According to the provisions of Article 5 of Joint Circular 39/2015/TTLT-BLDTBXH-BGDDT-BNV, the cases of merging Vocational Education - Continuing Education centers are regulated as follows:

Cases of organizing mergers

1. In the case of a district having three public centers, they should be merged into a Vocational Education - Continuing Education Center with the full three functions of vocational training, continuing education, and career guidance.

2. In the case of a district having two public centers, they should be merged into a Vocational Education - Continuing Education Center and supplemented with the missing functions to have full vocational training, continuing education, and career guidance functions.

3. In the case of a district having only one public center, it should be renamed as a Vocational Education - Continuing Education Center to perform functions as stipulated in this Joint Circular.

4. The Chairman of the Provincial or Municipal People’s Committee under the Central Government decides to assign additional missing functions to the Vocational Education - Continuing Education Center after the merger.

Thus, according to the above regulation, it can be seen that for a district with 2 public continuing education centers, they can be merged into 1. However, the center will be supplemented with the missing functions to have full vocational training, continuing education, and career guidance functions.

*The Chairman of the Provincial or Municipal People’s Committee under the Central Government decides to assign additional missing functions to the Vocational Education - Continuing Education Center after the merger.

What will be the new name of the public continuing education center after the merger in Vietnam?

According to Article 3 of the Organizational Charter and Operation Regulation of the Continuing Education Center issued with Circular 10/2021/TT-BGDDT, the naming of the Continuing Education Center must meet the following requirements:

- Name of the Center: Continuing Education Center + its own name of the Center or the name of the locality.

- The own name of the Center must be clear, transparent, not misleading about the organization and operations of the Center; suitable to the historical, cultural, ethical, and traditional customs of the nation.

- The name of the Center must be recorded on the establishment decision of the Center, its stamp, name board, and transaction documents.

What are the standards and qualification requirements for teachers at the continuing education center in Vietnam?

According to Article 20 of the Organizational Charter and Operation Regulation of the Continuing Education Center issued with Circular 10/2021/TT-BGDDT, the training standards and qualification requirements for teachers at the continuing education center are regulated as follows:

- Teachers teaching continuing education programs at the lower secondary and upper secondary levels must meet the training standards and professional title criteria for corresponding regular teachers at each educational level.

- Teachers participating in teaching programs, training for national education system certificates must meet professional qualifications and skills as regulated.

- Teachers participating in other educational programs of the Center must meet the professional qualifications and skills defined by the Center's director.

Does the continuing education center have a disciplinary council in Vietnam?

According to Article 10 of the Organizational Charter and Operation Regulation of the Continuing Education Center issued with Circular 10/2021/TT-BGDDT, it is stipulated as follows:

Councils within the Center

  1. Emulation and Commendation Council

The Emulation and Commendation Council is established at the beginning of each school year to assist the director in organizing emulation movements and proposing a list of commendations for staff, teachers, employees, and students within the Center. The Emulation and Commendation Council is established and chaired by the director. Members include the party secretary, vice-director, some department heads, and class teachers.

2. Disciplinary Council

a) The Student Disciplinary Council is established to consider and cancel disciplinary actions against students on a case-by-case basis. The Student Disciplinary Council is decided and chaired by the director. Members include the party secretary, vice-director, some department heads, class teachers of the violating students, some experienced teachers, and the head of the parents' representative committee of the Center (for students within the age of general education).

b) The Staff Disciplinary Council is established to consider and propose disciplinary measures against staff, teachers, and employees on a case-by-case basis. The establishment, composition, and operation of the Staff Disciplinary Council are conducted following the law.

  1. Advisory Council

The Advisory Council is established by the director based on specific job requirements. Tasks, composition, and duration of the Advisory Council are determined by the center’s director. Members of the Advisory Council work on a case-by-case basis and do not receive a salary.

Thus, the continuing education center will have a Disciplinary Council and some other councils.
