According to the provisions of Article 4 of the Regulations on transferring schools and admitting students at lower secondary schools and upper secondary schools issued with Decision 51/2002/QD-BGDDT regarding re-enrollment as follows:
Subjects of school transfer and re-enrollment.
1. Transferring schools:
a) Students who relocate with their parent(s) or guardian(s).
b) Students with special family circumstances or other legitimate reasons requiring them to transfer schools.
2. Re-enrollment:
Students who re-enroll after time off, provided they are still within the prescribed age range for each educational level.
Thus, in accordance with the regulations, lower secondary school students are eligible to transfer to another school if they relocate with their parent(s) or guardian(s), or if they have special family circumstances or other legitimate reasons necessitating a school transfer.

3. School transfers are conducted at the end of the first semester or during the summer break before the new school year. Exceptions to the timing are decided by the Head of the Department of Education and Training (for lower secondary school level) and the Director of the Department of Education and Training (for upper secondary school level) of the receiving locality.

a) To comply with regulations regarding subjects, documents, and procedures for school transfers, receiving Vietnamese students returning from abroad, and foreign students studying in Vietnam.
b) Not to coerce or suggest students transfer out of the school for any reason.
c) To report to the Department of Education and Training (for upper secondary school level), the Department of Education and Training (for lower secondary school level) regarding school transfers and receiving Vietnamese students returning from abroad, and foreign students studying in Vietnam./.
Thus, the principal has responsibilities when a lower secondary school student applies to transfer schools as follows:
(1) To comply with regulations regarding subjects, documents, and procedures for student school transfers.
(2) Not to coerce or suggest that students transfer to another school for any reason.
