Is it compulsory to recognize completion of lower secondary education before June 30, 2025 in Vietnam?
On August 1, 2024, the Ministry of Education and Training issued Decision No. 2025/QD-BGDDT in 2024 Promulgating the Time Frame for the Academic Year 2024 - 2025 for Preschool Education, General Education, and Continuing Education.
Clause 4, Article 1 of Decision No. 2025/QD-BGDDT in 2024 stipulates as follows:
Promulgate the time frame for the academic year 2024 - 2025 for Preschool education, general education, and continuing education nationwide as follows:
The earliest school opening is 01 week before the school opening ceremony. For Grade 1, the earliest school opening is 02 weeks before the school opening ceremony.
The school opening ceremony will be held on September 5, 2024.
The first semester ends before January 18, 2025, and the academic year ends before May 31, 2025.
4. Review and recognize the completion of the primary education program and lower secondary school graduation before June 30, 2025.
Complete admissions for initial grade levels before July 31, 2025.
The upper secondary school graduation examination for the year 2025 is scheduled to take place on June 26 and June 27, 2025.
Other national examinations are organized according to the regulations and guidelines of the Ministry of Education and Training.
During the academic year 2024 - 2025, the recognition of lower secondary school graduation nationwide will be conducted before June 30, 2025.

What are the conditions for recognizing lower secondary school graduation in Vietnam?
Based on Article 4 of the Regulation on Recognition of lower secondary school Graduation issued together with Circular No. 31/2023/TT-BGDDT, students are recognized for graduation if they meet the following conditions:
- Not over 21 years old (calculated by year) for students who have completed the secondary education program; from 15 years old (calculated by year) for learners who have completed the continuing education program at the secondary level.
For students returning from abroad, skipping grades, studying at an age older than the prescribed age, follow the age regulations for each level of education by the Ministry of Education and Training.
- Completed the secondary education program or the continuing education program at the secondary level.
- Have complete documentation as prescribed in Article 6 of the Regulation on Recognition of lower secondary school Graduation issued together with Circular No. 31/2023/TT-BGDDT, specifically:
+ For students who have completed the 9th grade at an educational institution in the examination year for graduation recognition, the graduation recognition application file is the student’s academic record.
+ For students not subject to the provision of Clause 1, Article 4 of the Regulation on Recognition of lower secondary school Graduation issued together with Circular No. 31/2023/TT-BGDDT, the graduation recognition application file includes:
++ Registration application for graduation recognition;
++ A certified copy of the birth certificate or citizen identity card or ID card;
++ The original academic record or printed electronic academic record confirmed by the educational institution where the student completed the 9th grade. In case the student has lost the original academic record or does not have a printed electronic academic record, a confirmation of educational results and training results from the 9th grade from the educational institution where the student completed the 9th grade is required.
What are regulations on the lower secondary school Graduation Recognition Council in Vietnam ?
Based on Article 7 of the Regulation on Recognition of lower secondary school Graduation issued together with Circular No. 31/2023/TT-BGDDT, the lower secondary school Graduation Recognition Council is regulated as follows:
- The Graduation Recognition Council (hereinafter referred to as the Council) is established by the Head of the Department of Education and Training upon the proposal of the educational institution. Each educational institution with students completing the 9th grade in the year of graduation recognition establishes 01 (one) Council.
- Composition, duties, and powers of the Council:
+ The Council comprises: Chairman, Vice Chairman, Secretary, and Members. The Chairman of the Council is the principal or director or head (hereinafter referred to as the head) of the educational institution or the deputy head of the educational institution; the Vice Chairman is the deputy head or the head of the professional department of the educational institution; the Members of the Council are teachers, including homeroom teachers of the 9th grade, representatives of the School Council, Secretary of the Ho Chi Minh Communist Youth Union, or Chief Supervisor of the Ho Chi Minh Young Pioneer Organization of the educational institution; the Secretary of the Council is selected among the members of the Council.
The number of Council members is odd, at least 07 (seven) members.
+ Duties and powers of the Council:
++ Check the graduation recognition application files as prescribed in Article 6 of this Regulation;
++ Recognize graduation for students according to the graduation recognition conditions stipulated in Article 4 of the Regulation on Recognition of lower secondary school Graduation issued together with Circular No. 31/2023/TT-BGDDT;
++ Make a list of students eligible for graduation recognition, submit it to the educational institution for approval by the Head of the Department of Education and Training;
++ Use the seal of the educational institution in the Council's documents.
