What are admission quotas?
Based on Clause 8, Article 3 of Circular 03/2022/TT-BGDDT supplemented by Clause 2, Article 1 of Circular 10/2023/TT-BGDDT, the admission quota is the number of learners planned to be admitted, announced by the training institution after self-determination or after being notified by the Ministry of Education and Training according to the provisions of Circular 03/2022/TT-BGDDT.

Based on Clause 4, Article 4 of Circular 03/2022/TT-BGDDT, amended by Clause 3, Article 1 of Circular 10/2023/TT-BGDDT, it is stipulated as follows:

4. Admission quotas are determined based on the training capacity of the training institution, the demand for human resources, the employment rate of students within 12 months from the date of graduation (for regular higher education), the results of the institution's accreditation, and the admission results of the previous year immediately preceding the year of quota determination and admission organization, specifically:
a) The admission quota is determined in accordance with the training capacity of the training institution as stipulated from Article 7 to Article 12 of this Circular;
b) The total admission quota of the training institution at each level and field (for undergraduate quotas) or each major (for master's, doctoral quotas) shall not increase compared to the previous year's admission if the training institution qualifies for accreditation but does not have a valid accreditation certificate at the time of admission announcement, except for institutions under the Ministry of Defense, Ministry of Public Security;
c) The university admission quota in a field shall not increase compared to the previous year's admission if the employment rate of university graduates within 12 months from the date of graduation in that field is below 80% or if the quota achievement rate in the previous year is below 80%, except for majors with accredited programs calculated separately.

Thus, higher education institutions are not allowed to increase the admission quota in a field compared to the previous year's admission if the employment rate of university graduates within 12 months from the date of graduation in that field is below 80%.

What are the criteria and calculation methods for determining regular college and university admission quotas in Vietnam?
Based on Article 6 of Circular 03/2022/TT-BGDDT, the criteria and calculation methods for determining regular college and university admission quotas in Vietnam are as follows:
(1) The criterion of the number of regular students per equivalent full-time lecturer in each training field of the institution:
- Regular students for determining admission quotas include: Full-time undergraduate students, full-time college students in the Early Childhood Education field, full-time bridging program students (including students bridging from intermediate to college level or from college to university level; those with a college degree in teaching retraining for an Early Childhood Education college degree; those with a university degree or higher studying another university degree); excluding students in entrusted training programs;
- The number of regular university students per equivalent full-time lecturer in each training field is determined at a maximum according to the norms in Table 2, Appendix 1 issued with Circular 03/2022/TT-BGDDT;
- The number of regular college students in the Early Childhood Education field per equivalent full-time lecturer shall not exceed 25 students;
- Calculation method:
Divide the total scale of regular students in each training field by the total number of equivalent full-time lecturers in that field.
(2) The criterion of the floor area used for training per regular student, including various types of training-related facilities and the minimum required materials and equipment for training programs and scientific research:
- The floor area for training owned per regular student shall not be less than 2.8 m2;
- The types of facilities included in the usable floor area and the required types and quantities of materials/equipment for each type are as follows:
+ Assembly halls, lecture halls, classrooms of various types, multifunctional rooms, working rooms for professors, associate professors, lecturers of the training institution;
+ Libraries, learning resource centers;
+ Research centers, laboratories, practice, and internship facilities;
- Calculation method:
Divide the total floor area of the facilities listed at point b, Clause 2, Article 6 of Circular 03/2022/TT-BGDDT by the total scale of regular students at the training institution.
(3) For fields of study primarily utilizing online methods and modern scientific and technological achievements proposed by the training institution to meet the labor demand for economic-social development, approved by the Ministry of Education and Training in each period, the criteria for determining regular university admission quotas shall follow Clauses 1 and 2, Article 6 of Circular 03/2022/TT-BGDDT as considered and decided by the Minister of Education and Training.
(4) The criterion of labor market demand, economic and social development requirements: Training institutions shall determine admission quotas based on the labor market demand, economic and social development requirements of the nation, localities, and sectors.
