State Management Decentralization
1. Preschools are established by decision of the Chairman of the District People's Committee and managed by the District People's Committee.
2. The Department of Education and Training assists the District People's Committee in performing the state management function over nurturing, caring for, and educating children in preschools.
Thus, based on the above regulation, preschools are managed by the District People's Committee. The Department of Education and Training has the function of assisting the District People's Committee in performing its management functions.

Who has the authority to appoint the principal of a public preschool in Vietnam?
Based on Point c, Clause 1, Article 10 of the Charter of preschools issued together with Circular 52/2020/TT-BGDDT:
Principal, vice-principal
1. Principal
a) The principal is responsible for organizing, managing activities, and the quality of nurturing, caring for, and educating children in the school;
b) The person appointed as principal must meet the prescribed standards;
c) The principal of a public school is appointed by the Chairman of the District People's Committee; the principal of a semi-public or private school is recognized by the Chairman of the District People's Committee. The term of the principal is 05 years. After 05 years, the principal is evaluated and may be reappointed or recognized again. The principal can serve in a public school for no more than two consecutive terms.
d) Duties and powers of the Principal
Establish and organize the school apparatus; plan and organize the implementation of the yearly nurturing, caring, and education plans; report and evaluate the results before the school council and competent authorities; hold accountability as necessary.
Establish professional groups, office teams, and advisory councils within the school; appoint team leaders, deputy leaders; propose members of the school council to present to competent authorities for decision.

Thus, the Chairman of the District People's Committee has the authority to appoint the principal of a public preschool.
What is the relationship between preschools and families and society?
Based on the provisions of Article 36 of the Charter of preschools issued together with Circular 52/2020/TT-BGDDT as follows:
- The relationship between the school, family, and society aims to ensure agreement in perception and activities of nurturing, caring, and educating children; diversifying resources to build preschool educational institutions, and ensuring the best educational environment for each child.
- Coordination of education between the school, family, and society ensures the principles of initiative, shared responsibility, democracy, equality, cooperation, and sharing.
- The school proactively consults and proposes to the authorities on developing scale, building infrastructure; organizing nurturing, caring, educating activities.
- Publicize the school’s nurturing, caring, and education plans and results, and cooperate with parents; disseminate scientific knowledge on child rearing to parents and the community; implement disease prevention and health checks for children in the school.
- Families are responsible for proactively cooperating with the school in nurturing, caring for, and educating children at home.
- Voluntarily contribute intellect, efforts, and materials to enhance the school’s infrastructure and actively participate in school activities, exercising supervision rights to ensure effective use of resources.
- The school mobilizes and effectively uses resources from the community and parents, ensuring principles of openness, democracy, and supervision rights of contributors according to the regulations.
- The school actively proposes support, welcomes positive feedback from parents and the community on school activities; pays attention to and supports families in difficult circumstances, mobilizing and creating conditions for children to attend school.
- The community and parents support and monitor the school’s activities; provide feedback to the school regarding nurturing, caring for, and educating children, building a safe and friendly educational environment, and enhancing the quality of nurturing, caring for, and educating children.
