Based on Article 2 of Circular 04/2021/TT-BGDDT supplemented by Clause 1, Article 4 of Circular 08/2023/TT-BGDDT which states:
Identification number and rank of upper secondary school teacher professional titles
The professional titles of upper secondary school teachers include:
1. Grade III upper secondary school teacher - Identification number V.07.05.15.
2. Grade II upper secondary school teacher - Identification number V.07.05.14.
3. Grade I upper secondary school teacher - Identification number V.07.05.13
Article 2a. Professional ethics standards
1. Abide by the guidelines, policies of the Communist Party, laws of the State, and regulations of the sector and locality on upper secondary school education.
2. Continuously cultivate ethics, uphold the spirit of responsibility, maintain the qualities, honor, and prestige of the teacher; set an example for students.
3. Love, treat fairly and respect students; protect the legitimate rights and interests of students; unite and assist colleagues.
4. Strictly implement the regulations on the common responsibilities and obligations of public employees and the regulations of the Ministry of Education and Training on teacher ethics.
Thus, a public employee holding the professional title of a Grade 3 upper secondary school teacher has the identification number: V.07.05.15.

Vietnam: Increasing the statutory pay rate to 2.34, how much will a Grade 3 upper secondary school teacher's salary be?
Based on Clause 1, Article 8 of Circular 04/2021/TT-BGDDT which states:
Salary classification method
1. Officials appointed to the professional titles of upper secondary school teachers specified in this Circular shall apply the corresponding salary table issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials and public employees and armed forces. Specifically:
a) Grade III upper secondary school teacher, identification number V.07.05.15, shall apply the salary coefficient of public employees type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Grade II upper secondary school teacher, identification number V.07.05.14, shall apply the salary coefficient of public employees type A2, group A2.2, from a salary coefficient of 4.0 to a salary coefficient of 6.38;
c) Grade I upper secondary school teacher, identification number V.07.05.13, shall apply the salary coefficient of public employees type A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.

According to the regulations above, a Grade 3 upper secondary school teacher applies the salary coefficient of public employees type A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98.
Based on Circular 07/2024/TT-BNV, the salary of official public employees is calculated as follows:
Salary = statutory pay rate x Salary coefficient
At the same time, according to Article 3 of Decree 73/2024/ND-CP from July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
Specifically: when the statutory pay rate is increased to 2,340,000 VND/month, the salary calculation for teachers is as follows:
Salary = 2,340,000 VND x Salary coefficient
Thus, a Grade 3 upper secondary school teacher can receive a salary ranging from 5,475,600 VND/month to 11,653,200 VND/month when the statutory pay rate is increased to 2.34.
Note: The above salary does not include allowances and subsidies.
Vietnam: Is the seniority allowance for Grade 3 upper secondary school teachers eliminated when the statutory pay rate is increased?
According to Resolution 27-NQ/TW in 2018, after implementing salary reforms, the seniority allowance in general, including for teachers (except for the military, police, and cipher forces to ensure wage correlation with officials) will be abolished.
However, according to sub-item 2.2, Section 2 of Conclusion 83-KL/TW in 2024 clearly states the salary policies for officials and public employees as follows:
(1) Adjust the statutory pay rate from 1.8 million VND to 2.34 million VND (an increase of 30%) starting from July 1, 2024.
(2) Implement reward policies from July 1, 2024 (the reward fund is 10% of the statutory pay rate fund).
The reward policies are associated with the responsibility of the head of the agency or unit in evaluating and classifying the completion level of the job by salary recipients, promptly encouraging, motivating officials, and public employees and armed forces to improve the quality and efficiency of their work, contributing to enhancing the effectiveness and efficiency of the political system's activities; avoiding overlap with the provisions of the Commendation Law 2022.
(3) Improve the policies for salary increase suitable to the shift in management and salary payment for officials and public employees and armed forces.
(4) Clearly regulate and guide 5 funding sources to implement salary policies, including:
- From increased revenue and leftover funds of the locality allocated for salary reform from previous years.- From the central budget.- From a portion of service revenue.- From 10% savings on additional regular expenditures.- From the implementation of downsizing.
(5) Perfect the salary and income management mechanism: Clearly stipulate and guide 4 contents, including:
- The authority and responsibility of the head in evaluating, classifying officials and public employees to pay salaries, rewards, and task performance results.- The head’s authority to use the salary fund and regular expense fund to hire experts, scientists, and talented individuals to perform the tasks of the agency or unit and to decide the income level associated with the assigned tasks.- Expand the pilot application of additional salary increases for some localities when conditions are sufficient according to the policy in Resolution 27-NQ/TW in 2018.- Salary and income management mechanism suitable to the funding sources of state budget and income from public service providers.
(6) Implement the salary and income of agencies and units currently applied with specific finance and income mechanisms
(7) On amending and supplementing some allowance policies: The Party Committee of the Government of Vietnam leads and directs research and decides on amending, supplementing allowance policies and specific policies for armed forces, allowance policies of officials and public employees in some specialized fields, especially professional allowances that arise unreasonable issues during implementation.
Additionally, the implementation of salary reform according to Resolution 27-NQ/TW in 2018 for officials, public employees, and armed forces faces many difficulties and inadequacies, so it is necessary to review and thoroughly, comprehensively research; at the same time, many provisions of the Communist Party and State laws have to be amended and supplemented to propose the Central Government consider adjusting some contents of Resolution 27-NQ/TW in 2018 to match the actual situation.
Thus, the implementation of salary reform according to Resolution 27-NQ/TW in 2018 will be temporarily postponed, and the implementation of salary policies from July 1, 2024, does not mention the elimination of the seniority allowance for professions.
Therefore, from July 1, 2024, Grade 3 upper secondary school teachers will still have the seniority allowance.
