Scope and regulated entities

1. This Decree regulates physical education and sports activities in schools.

2. This Decree applies to the schools within the national education system, including: Nursery schools, kindergartens, preschools; primary schools, secondary schools, high schools, multi-level schools; intermediate schools, colleges; universities, academies, regional universities, and national universities (hereinafter collectively referred to as schools) and related organizations and individuals.

3. This Decree does not apply to physical education at gifted schools for athletes.

Under Article 3 of Decree 11/2015/ND-CP regulating the Physical Education syllabus as follows:

Physical Education syllabus

1. The Physical Education syllabus is part of the general education curriculum, vocational education and training, higher education; physical education content is part of the preschool education program, expressing the physical education goals; stipulating standards of knowledge, skills, scope, and structure of physical education content, the method, and form of organizing physical education activities, the method of assessing the results of the Physical Education course at each educational level or training degree.

2. Authority to promulgate the Physical Education syllabus

a) The Minister of Education and Training promulgates the Physical Education syllabus under the general education program, physical education content under the preschool education program;

b) Directors of universities, academies, and Rectors of universities are responsible for developing, appraising, and promulgating the school's training program, including the Physical Education syllabus in accordance with the Minister of Education and Training's regulations;

c) Rectors of colleges and intermediate schools are responsible for developing, appraising, and promulgating the school's training program, which includes the Physical Education syllabus in accordance with the Head of the state management agency on vocational education and training at the Central level.

Thus, the authority to promulgate the Physical Education syllabus is regulated as follows:

What are the tasks and rights of physical education teachers in Vietnam?

Under Article 6 of Circular 48/2020/TT-BGDDT, the rights of physical education teachers are as follows:

- Be eligible for training, fostering, and enhancing knowledge, professional proficiency, methods, forms, and skills in organizing sports activities in schools.

- Given opportunities to participate in training for the school's team members.

- Enjoy the rights and policies for teachers, lecturers, and other policies in the field of physical exercises and sports according to current regulations.

Moreover, physical education teachers have the following tasks:

- Advise school leaders to diversify forms of organizing sports activities; play a core role in organizing sports activities; manage, direct, and guide the establishment of sports clubs, maintain and develop the sports movement in schools.

- Based on the learners' needs and the school's actual conditions, proactively advise and mobilize resources for the school's physical education teachers and invite external instructors to participate in professional guidance to efficiently organize sports activities.

- Detect and nurture students with sports talent to participate in local, national, and international sports competitions; propose specific solutions to assist students with weak physical conditions not meeting Physical Education program standards or evaluation criteria; students with congenital conditions to be exempted or to practice with appropriate content and forms.

- Perform other tasks of a teacher according to current regulations.
