According to Article 6 of Decree 76/2019/ND-CP on initial allowance paid to teachers working in particularly disadvantaged areas in Vietnam:
Initial allowance when accepting positions in particularly disadvantaged areas
The persons defined in Article 2 of this Decree, when first accepting positions at agencies, organizations, or units located in particularly disadvantaged areas, are entitled to the following allowances:
1. Initial allowance equivalent to 10 months of statutory pay rate at the time of accepting position in particularly disadvantaged areas.
2. In cases where a family relocates along with the person to work in particularly disadvantaged areas, apart from the initial allowance, they are entitled to additional allowances:
a) Transportation and luggage fees for family members, calculated according to the actual fare of public transportation, or compensated based on the actual distance traveled multiplied by the unit price of regular public transport (train, boat, passenger car);
b) An allowance equivalent to 12 months of statutory pay rate for the family.
3. The allowances specified in clauses 1 and 2 of this Article are disbursed by the agency, organization, or unit in the particularly disadvantaged area where the recipient is positioned, and are paid immediately when the person receives the position, carried out only once during the total actual working time in the particularly disadvantaged area.
In addition, Article 3 of Decree 73/2024/ND-CP stipulates the statutory pay rate as follows:
Statutory pay rate
1. The statutory pay rate shall be used as the basis for:
a) Calculating salaries in payrolls, allowances and other benefits as per the law with regard to individuals defined in Article 2 of this Decree;
b) Calculating operation funding and subsistence allowances as per the law;
c) Calculating deductions and benefits according to the statutory pay rate.
2. From July 01, 2024, the statutory pay rate is VND 2,340,000 per month.

Teachers and education management public employees specialized in literacy eradication and educational universalization who frequently visit villages are entitled to an on-the-move allowance with a coefficient of 0.2 compared to statutory pay rate.
2. Ethnic minority language teaching allowance
Teachers and education management public employees teaching ethnic minority languages are entitled to an allowance equal to 50% of the current salary (according to the payroll prescribed by the competent authority of the Communist Party of Vietnam and the State), plus leader allowances and extra seniority allowances (if any).

Under Article 2 of Circular 32/2021/TT-BGDDT, the eligibility requirements for teaching ethnic minority languages in Vietnam are as follows:
- Hold a college diploma or higher in pedagogy for preschool teachers;
- Hold a bachelor’s degree in teacher training or higher for primary, secondary, and high school teachers.
If the person lacks teachers with a bachelor’s degree in teacher training, they must have a bachelor’s degree in a relevant specialization and a certificate in pedagogical skills training;
- Hold a master’s degree for university-level academic staff; hold a doctoral degree for academic staff teaching, supervising master's theses, and guiding doctoral dissertations;
- The standard training level for academic staff in vocational education institutions is pursuant to Article 72 of the Education Law 2019.
In cases lacking qualified teachers, those with the relevant qualifications for the education level and possessing a certificate in ethnic minority language teaching training may be employed.
