According to Official Dispatch 4327/BGDDT-GDTH in 2024, the directives for preparing the 2024-2025 academic year are as follows:
Direct to review, inspect, and urge to ensure adequate facilities and educational equipment before the new academic year; promptly find solutions to address the structural issues of the local teaching staff according to their authority; implement flexible arrangements and layout of teachers to ensure sufficient quantity and synchronized structure, especially in subjects like English, Computer Science, Music, and Fine Arts. In cases where it is not possible to recruit enough teachers according to the quota, implement solutions for contracting teachers according to Decree No. 111/2022/ND-CP dated December 30, 2022, of the Government of Vietnam to execute the policy "where there are students, there must be teachers in class" suitable to the actual situation in the locality.
Thus, the Ministry of Education and Training suggested that the People's Committees of provinces and centrally-governed cities strengthen directives for flexible implementation, arrangement, and layout of teachers to ensure adequate quantity and synchronized structure...

Directing the Department of Education and Training to guide educational institutions to effectively organize several key activities at the beginning of the 2024-2025 academic year as follows:
a) Clean the school, classrooms, school premises to be clean, beautiful, and safe, with slogans welcoming the new academic year and demonstrating the determination to successfully complete the tasks of the new academic year, thoroughly preparing and readying for the New Academic Year Opening Ceremony to truly be a festival where the entire society brings children to school, a festival for teachers and students. At the same time, attracting the interest and support of the public and the whole society.
b) Regarding the reception of new students and organizing the New Academic Year Opening Ceremony:
- Guide educational institutions to organize activities to welcome new students, with special attention to first graders; organize for students to learn about the school's tradition and activities; disseminate school rules and regulations; introduce educational activities, educational programs, and learning and training methods at school and in class.
- Direct educational institutions to strictly follow the regulations on the time for students to start school and to organize the New Academic Year Opening Ceremony for 2024 - 2025 uniformly nationwide on the morning of September 5, 2024.
