How to launch joint education program with foreign elements for the Academic Year 2024-2025 in Vietnam?
Official Dispatch 3898/BGDDT-GDTH of 2024 stipulates for primary education for the academic year 2024-2025.
Based on Official Dispatch 3898/BGDDT-GDTH of 2024 guiding the implementation of primary education tasks for the academic year 2024-2025 issued by the Ministry of Education and Training on July 30, 2024, the implementation of joint education program with foreign elements for the academic year 2024-2025 is specified as follows:
Encourage localities with conditions to implement integrated education programs as per regulations; apply advanced and modern educational models, promote cooperation and international integration to meet the diverse learning needs of learners.
Effectively and efficiently implement management solutions for educational institutions carrying out international Joint educations using integrated educational programs that have been appraised, approved, and allowed to be implemented by the Ministry of Education and Training.
Departments of Education and Training need to proactively review the conditions ensuring the implementation of Joint educations and integrated educational programs in accordance with conformable standards.
Strictly prohibit educational institutions from organizing international Joint educations without ensuring implementation conditions.

What are the regulations on accreditation of joint education program with foreign elements integrating content into teaching in Vietnam?
According to Article 7 of Decree 86/2018/ND-CP:
Educational Programs, Facilities, and Teaching Staff
1. Educational Programs.
a) The foreign educational program incorporated must be accredited for educational quality in the hosting country or recognized for educational quality by competent educational authorities or organizations in the hosting country;
b) The integrated educational program must ensure the objectives of Vietnam’s educational program and meet the requirements of the foreign educational program; students are not required to retake the same content, ensuring stability until the end of the educational stage and linkage between educational stages for the benefit of students, ensuring voluntary participation without overloading the students;
c) The integrated educational program must be approved by a competent authority. The Minister of Education and Training specifies the integration of the Vietnamese educational program with the foreign educational program.
2. Class size and facilities must meet the requirements of the integrated educational program and not affect the overall teaching activities of the Vietnamese educational institution participating in the Joint education.
3. Teaching Staff.
a) Vietnamese teachers teaching the integrated educational program must meet the standard training level of the educational stage as prescribed by Vietnamese law;
b) Foreign teachers teaching the integrated educational program must have a university degree suitable for the teaching specialty and a teaching certificate or its equivalent;
c) Teachers teaching the integrated educational program in a foreign language must have a foreign language proficiency meeting the integrated program’s requirements and not lower than Level 5 according to the 6-level Vietnamese language proficiency framework or its equivalent.
Therefore, in accordance with the above regulations, the implementation of the international Joint education program integrated into teaching must undergo quality accreditation in the hosting country or be recognized for educational quality by competent educational authorities or organizations in the hosting country.
Who has the authority to approve integrated joint education in Vietnam?
According to Article 10 of Decree 86/2018/ND-CP:
Authority, Procedures for Approving Joint educations
1. Authority, procedures for approving international Joint educations.
a) Directors of Departments of Education and Training approve international Joint educations;
b) Partnerships submit 01 dossier directly or by post to the Department of Education and Training;
c) Within 10 working days from the date of receipt of the complete dossier as prescribed in Clause 1, Article 9 of this Decree, the dossier-receiving authority is responsible for appraising the dossier, presenting it to the Minister of Education and Training for approval of the integrated educational program as prescribed at point c, clause 1, Article 7 of this Decree;
d) If the dossier is incomplete, within 05 working days from the date of receipt of the dossier, the Department of Education and Training shall notify in writing, directly or by post or email, to the partnerships concerned;
đ) Within 05 working days from receiving the results of the integrated program appraisal from the Ministry of Education and Training, the Department of Education and Training shall decide on the approval of the Joint education according to Form No. 03 in the Appendix issued with this Decree. If the Joint education is not approved, the Department of Education and Training shall provide a written response stating the reasons.
2. Authority, procedures for approving the integrated educational program.
a) The Minister of Education and Training approves the integrated educational program;
b) The Department of Education and Training submits 01 dossier directly or by post to the Ministry of Education and Training;
c) Within 20 working days from the date of receipt of the complete dossier as prescribed in Clause 2, Article 9 of this Decree, the Ministry of Education and Training has the responsibility to appraise the integrated educational program and notify the results in writing to the Department of Education and Training;
d) If the dossier is incomplete, within 05 working days from the date of receipt of the dossier, the Ministry of Education and Training shall notify in writing, directly or by post or email, to the submitting Department of Education and Training.
Therefore, according to the above regulations, the authority to approve Integrated joint education lies with the Minister of Education and Training of Vietnam.
