Based on Subsection 1 Section 1 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the following is prescribed:
SCOPE, OBJECTS, AND CONDITIONS OF APPLICATION
1. Scope and Objects of Application
a) Educators (including those in probationary periods and contractual employees) on the salary payroll and directly teaching in public educational institutions within the national education system and schools, centers, institutes under state agencies, Communist Party, political-social organizations (hereinafter referred to as public educational institutions) funded by the state (including revenues from the state budget and other lawful sources);
b) Educators (including those in probationary periods and contractual employees) on the salary payroll of public educational institutions working as team leaders, guiding practice at school workshops, stations, camps, and laboratories;
c) Management staff on the salary payroll of public educational institutions directly teaching the required number of hours as stipulated by the competent authority.

Thus, preschool teachers are entitled to class allowance when meeting the following conditions:
- Being an educator directly teaching at public preschools.
- Being on the salary payroll of public educational institutions.
- Performing management duties but also directly teaching the required number of hours.

How to calculate class allowance for preschool teachers in Vietnam?
According to Subsection 2 Section 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the class allowance for preschool teachers is calculated as follows:
Class allowance = General Minimum Wage x [Current Salary Coefficient + Leadership Allowance Coefficient (if any) + % (converted into a coefficient) Seniority Allowance Beyond Scale (if any)] x Preferential Allowance Percentage
Where:
(1) Preferential Allowance Percentage
As stipulated in Subsection 1 Section 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, which includes 25%, 30%, 35%, 40%, 45%, 50%. However, for preschool teachers, the rates are 35% or 50% depending on the specific area as follows:

50% | Preschools in mountainous, islands, remote, and isolated areas |
(2) General Minimum Wage
Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is set at 2,340,000 VND/month.
(3) Current Salary Coefficient
Stipulated in Article 8 of Circular 01/2021/TT-BGDDT, specifically:
- preschool teachers in grade 3 have a salary coefficient similar to public employees of class A0, from 2.1 to 4.89;- preschool teachers in grade 2 have a salary coefficient similar to public employees of class A1, from 2.34 to 4.98;- preschool teachers in grade 1 have a salary coefficient similar to public employees of class A2.2, from 4.0 to 6.38.
(4) Leadership Allowance Coefficient (if any):
Based on Section 4 of Circular 33/2005/TT-BGDDT, the coefficient for leadership positions in preschools is prescribed.
(5) Seniority Allowance Beyond Scale (if any):
Based on Section 3 of Circular 04/2005/TT-BNV, the coefficient for seniority allowance beyond scale is as follows:
- Teachers who are public employees with 03 years on the final salary step in their title from type A0 to A3, after 03 years on the final salary step, are entitled to 5% of the final salary step in that title.
From the fourth year onward, if meeting two standards, they are entitled to an additional 1%. The standards are:
- Complete annually assigned tasks.- Not disciplined with reprimand, warning, dismissal, or not dismissed during their elected term.
What is the salary of preschool teachers in Vietnam?
The Government of Vietnam has issued Decree 73/2024/ND-CP regulating the statutory pay rate and reward policies.
According to Article 3 of Decree 73/2024/ND-CP, effective from July 1, 2024, the statutory pay rate is 2,340,000 VND/month. Accordingly, the salary of preschool teachers who are public employees will also increase.
The salary calculation formula for preschool teachers according to statutory pay rate is as follows:
Salary = Statutory Pay Rate x Salary Coefficient
Thus, the salary of preschool teachers from July 1, 2024 will be as follows:
