Based on Article 9 of the Regulations issued with Circular 26/2018/TT-BGDDT, the evaluation based on preschool teacher professional standards must meet the following requirements:

- Objective, comprehensive, fair, and democratic.

- Based on the qualities, abilities, and work process of the teacher in the specific conditions of the preschool educational institution and locality.

- Based on the level of each achieved criterion in Chapter II of these Regulations and have genuine and appropriate evidence.

According to Article 4 of Decree 71/2020/ND-CP, the implementation roadmap for upgrading the educational qualifications of preschool teachers (effective from July 1, 2020, to December 31, 2030) is as follows:

- Phase 1: From July 1, 2020, to December 31, 2025, ensure that at least 60% of preschool teachers are either undergoing training or have completed training programs that award a college diploma in education;

- Phase 2: From January 1, 2026, to December 31, 2030, implement for the remaining teachers to ensure 100% of preschool teachers complete training programs that award a college diploma in education.
