Based on Article 9 of the Regulations issued with Circular 26/2018/TT-BGDDT, the evaluation based on preschool teacher professional standards must meet the following requirements:
- Objective, comprehensive, fair, and democratic.
- Based on the qualities, abilities, and work process of the teacher in the specific conditions of the preschool educational institution and locality.
- Based on the level of each achieved criterion in Chapter II of these Regulations and have genuine and appropriate evidence.

According to Article 4 of Decree 71/2020/ND-CP, the implementation roadmap for upgrading the educational qualifications of preschool teachers (effective from July 1, 2020, to December 31, 2030) is as follows:
