Vice principals

1. The vice principal of a pedagogical college assists the principal in managing and operating the school's activities. Depending on the scale of training, each pedagogical college has no more than 03 vice principals.

The vice principal of the pedagogical college is directly responsible for certain fields assigned by the principal; they can represent the principal to handle tasks and are responsible to the principal and the law for resolved issues; they must report to the principal and the school council on the status of assigned tasks.

4. The term of the vice principal at a pedagogical college is 05 years.

5. The appointment and dismissal of the vice principal at pedagogical colleges are conducted similarly to the principal as per the provisions in Clause 2, Article 10 of this Charter.

- Ex-officio members include: secretary of the school's Communist Party, the principal, vice principals, the chairman of the Trade Union, and the secretary of the Ho Chi Minh Communist Youth Union of the school;

- Elected members through the representative conference of the school include representatives of lecturers (constituting at least 25% of the total members of the school council) and representatives of public employees and workers of the school.

c) External members must constitute at least 20% of the total members of the school council, including:

- A representative of the direct management agency of the school;

- Some external members (not being lecturers, core management staff of the school) who must be active in fields such as education, science, technology, production, business related to the school's functions and duties, and must not be related in terms of parent-child, spouse, sibling, etc., to other members of the school council, including: representatives from the provincial Departments of Education and Training where the school is located, leaders, managers, educators, cultural figures, scientists, entrepreneurs, alumni, and representatives of employers introduced by departments, faculties, or equivalent units of the school and must be elected through the representative conference of the pedagogical college.

The school council is established and performs its duties and powers in accordance with the Law on Vocational Education and some specific regulations as follows:

1. Duties and powers of the school council:

a) Approving regulations on the number, structure of labor, job positions; recruiting, managing, using, and developing the team of lecturers, management staff, public employees, and workers of the school; approving the organization and operation regulations of the school;

b) Introducing personnel to carry out the process of appointing the principal, vice principal according to regulations; annually assessing the performance of the tasks of the principal and vice principals; recommending the competent agency to dismiss the principal, vice principals; organizing a vote of confidence on the principal, vice principals mid-term or suddenly when necessary;

c) Requesting the principal to explain issues not yet implemented, not correctly implemented, or inadequately implemented according to the resolutions of the school council, if any. If the school council does not agree with the explanation of the principal, it shall report to the direct management agency of the school;

d) Organizing the assessment of the work results of the chairman of the school council and school council members periodically according to the public employee classification time of the school;
