What Happens if Candidates in Vietnam Do Not Confirm Enrollment Within the Prescribed Time?

According to Article 21 University Admission Regulations, Admission for Preschool Education issued along with Circular 08/2022/TT-BGDDT, the handling of candidates who do not confirm enrollment within the prescribed time is as follows:

- The training institution sends the admission notice to admitted candidates, clearly stating the necessary procedures for candidates when enrolling and the method of enrollment.

- Candidates confirm enrollment online on the system before enrolling at the training institution.

- For candidates who do not confirm enrollment within the prescribed time:

+ If there is no justifiable reason, it is considered that the candidate refuses to enroll, and the training institution has the right not to accept them;

+ If due to illness, accident, with confirmation from the district hospital or higher, or due to natural disaster with confirmation from the district People's Committee or higher, the training institution considers and decides to accept the candidate for enrollment or reserve the admission result for future enrollment;

+ If due to mistakes, misunderstandings by the admission staff or the individual candidate, the training institution proactively cooperates with individuals and relevant organizations to review the evidence and decide to accept the candidate for enrollment or reserve the admission result for future enrollment.

- Candidates who have confirmed enrollment at one training institution are not allowed to participate in admissions elsewhere or in supplementary rounds, except with permission from the training institution.

What Are the Three Principles to Note in University Admissions in Vietnam?

According to Article 4 University Admission Regulations, Admission for Preschool Education issued along with Circular 08/2022/TT-BGDDT, the three principles to note in university admissions are as follows:

- Fairness towards candidates

+ Regarding information provision: Each interested candidate is provided with full, clear, reliable, consistent, and prompt information to make appropriate decisions and best prepare for admissions participation;

+ Regarding the opportunity to apply: No candidate loses the opportunity to apply due to regulations unrelated to qualification or capability (except for specific provisions by the Ministry of Public Security and the Ministry of National Defense in defense and security); or due to cumbersome or costly admission procedures;

+ Regarding capability assessment: Candidates must be evaluated objectively, fairly, and reliably on their academic ability and prospects for success, meeting the requirements of the program and training field;

+ Regarding admission opportunities: Candidates must be given the highest admission opportunity and the right to determine priority options among qualifying programs and training fields;

+ Regarding commitment fulfillment: Training institutions must fulfill their commitments to candidates; provide advice, support, and resolve complaints to protect the legitimate rights of candidates in cases of risk.

- Equality among training institutions

+ Regarding cooperation: Training institutions cooperate equally to enhance the quality and efficiency of admissions, benefiting the candidates the best;

+ Regarding competition: Training institutions compete honestly, fairly, and healthily in admissions pursuant to competition laws.

- Transparency towards society

+ Regarding information transparency: Training institutions have the responsibility to publicly disclose complete, clear, and prompt admissions information through appropriate media channels for societal and governmental oversight;

+ Regarding accountability: Training institutions are responsible for reporting as required by government agencies and explaining to society through appropriate channels on major issues that cause public concern.
