How many times a year is the school-level Phu Dong Sports Game for Vietnamese primary students held?
Pursuant to Article 10 of Circular 48/2020/TT-BGDDT, the regulations are as follows:
Responsibilities of the Departments of Education and Training
1. Annually, inspect and evaluate the implementation of this Circular to grasp the actual situation, promptly direct, guide, and propose adjustments to the regulations to the competent authorities as appropriate with reality.
2. Organize training courses, enhance professional skills, and appoint managers, physical education teachers to attend training courses, workshops to update information and improve professional skills.
3. Create conditions to increase, build new, repair, and improve the quantity and quality of facilities serving the learning, training, and competing activities in students’ sports.
4. Annually, direct and organize sports competitions at various levels for students with appropriate scale and form to the actual conditions to develop the school sports movement. Appoint teams to participate in sports competitions organized by the Ministry of Education and Training and the Vietnam School Sports Association.
5. Direct, inspect, organize the Phu Dong Sports Festival periodically:
a) School level: Organized once a year on the occasion of commemorating holidays.
b) District, town, and city levels (under provincial jurisdiction): Organized once every two years.
c) Provincial and city levels directly under the central government: Depending on the actual conditions of each locality, organized once every two years or once every four years.
d) National Phu Dong Sports Festival: Organized once every four years.
The school-level Phu Dong Sports Game for primary students will be organized once a year on the occasion of commemorating holidays.

What are the contents of state management in physical education and sports in Vietnam?
Pursuant to Article 6 of the Law on Physical Education and Sports 2006, the contents of state management in physical education and sports are regulated as follows:
- Formulating, promulgating, and organizing the implementation of strategies, plans, policies for the development of physical education and sports, and legal documents on physical education and sports.
- Organizing and directing the training, fostering of human resources for physical education and sports.
- Inspecting and evaluating the development of mass physical education and sports activities and sports competitions.
- Organizing and directing research and application of science and technology in the field of physical education and sports.
- Mobilizing, managing, and using resources for the development of physical education and sports.
- Organizing and directing emulation and commendation activities in physical education and sports.
- Organizing and directing the implementation of international cooperation in sports.
- Inspecting and resolving complaints, denunciations, and handling legal violations in physical education and sports.
What are the responsibilities of the State for physical education and sports in primary schools in Vietnam?
Pursuant to Article 21 of the Law on Physical Education and Sports 2006 as amended and supplemented by Article 1 of the Amendment Law on Physical Education and Sports 2018, the responsibilities of the State for physical education and sports in primary schools are defined as follows:
- The State shall have policies for land allocation, investment in building physical facilities for physical education and sports activities in schools, ensuring sufficient physical education teachers and instructors at all educational levels and training qualifications; prioritizing the development of swimming, traditional martial arts, and ethnic sports.
- The Minister of Education and Training, the Minister of Labor, War Invalids, and Social Affairs, within the scope of their tasks and powers, have the following responsibilities:
+ Specify the standards for physical facilities and sports equipment for physical education activities at all educational levels and training qualifications;
+ Specify the quantity and professional standards for physical education teachers and instructors at all educational levels and training qualifications;
+ Formulate and promulgate physical education programs, train and foster physical education teachers and instructors, guide extracurricular sports activities in schools;
+ Issue standards for evaluating and classifying the physical fitness of students.
- Ministries, ministerial-level agencies, agencies under the Government of Vietnam are responsible for directing and organizing the construction of physical facilities, and arranging physical education teachers for schools under their management.
- The People's Committees of provinces and cities directly under the central government (hereinafter referred to as the provincial People's Committees) have the following responsibilities:
+ Plan land use, build physical facilities, multifunctional gymnasiums, ensure sports equipment and tools, and allocate quotas for physical education teachers for public schools in their locality;
+ Implement land policy incentives in accordance with the law for private schools and semi-public schools to enable these schools to build physical facilities for physical education and sports activities in schools.
- Ministries, ministerial-level agencies, and provincial People's Committees shall stipulate the responsibilities for cooperation of public sports facilities under their management with educational institutions to use sports facilities for physical education and sports activities in schools.
