Pursuant to the provisions of Clause 2, Article 3 of the National Defense Education Sports Competition Regulations for upper secondary school students nationwide, issued together with Decision 27/2004/QD-BGD&DT:
Participants and composition in the sports event
1. Participants in the sports event: upper secondary school students from all types of schools
2. Composition of participants: Each Department of Education and Training appoints a team of 9 students (including 3 students from grade 10, 3 students from grade 11, and 3 students from grade 12); 1 coach and 1 team leader.
3. The list of students participating in the sports event (sample sent to units at the beginning of the school year with an organized event) is sent to the Ministry of Education and Training (through the Department of National Defense Education), 49 Dai Co Viet, Hai Ba Trung District, Hanoi.
Thus, according to the above regulation, the National Defense Education Sports Competition for upper secondary school students has the participation of each Department of Education and Training appointing a team of 9 students (including 3 students from grade 10, 3 students from grade 11, and 3 students from grade 12); 1 coach and 1 team leader.
Additionally, the National Defense Education Sports Competition for upper secondary school students is organized every 3 years on a national scale.
The Departments of Education and Training base on this Regulation to organize local sports events, serving as a basis to participate in the national sports event. 2. Form of organization:
The National Defense Education Sports Competition for upper secondary school students is organized every 3 years on a national scale. The Departments of Education and Training base on this Regulation to organize local sports events, serving as a basis to participate in the national sports event.
At the same time, the location for the National Defense Education Sports Competition for upper secondary school students is determined according to the provisions of Clause 2, Article 5 of the National Defense Education Sports Competition Regulations for upper secondary school students nationwide, issued together with Decision 27/2004/QD-BGD&DT as follows:
Time and place of organization
1. Time:
a) The Ministry of Education and Training organizes a pilot sports event selecting groups from northern provinces in December 2004.
b) From 2005, the sports event is organized every 3 years on the occasion of the National Defense Festival on December 22; the Organizing Committee will notify the specific time for participating units at the beginning of the school year.
2. Place: Determined by the Organizing Committee and notified to the participating units at the beginning of the school year.

What are the competitions in the National Defense Education Sports Competition for upper secondary school students in Vietnam?
Pursuant to the provisions of Clause 1, Article 4 of the National Defense Education Sports Competition Regulations for upper secondary school students nationwide, issued together with Decision 27/2004/QD-BGD&DT, the content of the competition includes 7 events in the national defense education program for upper secondary schools as stipulated in Decision 12/2000/QD-BGD&DT (the document has expired and was replaced by Circular 46/2020/TT-BGDDT), including:
- Basic knowledge about national defense (compulsory subject);
- Unarmed formation (compulsory subject);
- Combat posture and movements (exclusive for grade 12 students);
- AK rifle shooting, introductory lesson;
- Accurate grenade throwing;
- Assembling and disassembling AK rifles;
- Bandaging and first aid.
Who will participate in organizing the National Defense Education Sports Competition for upper secondary school students in Vietnam?
* Firstly, there will be a participation of the Steering Committee and the Organizing Committee of the sports event, including: (Pursuant to Article 7 of the National Defense Education Sports Competition Regulations for upper secondary school students nationwide, issued together with Decision 27/2004/QD-BGD&DT)
- The Steering Committee of the sports event includes:
[+] Head of Committee: Deputy Minister of Education and Training;
[+] Deputy Heads:
++ Leaders of the Department of National Defense Education;
++ Leaders of the Student Affairs Department;
[+] Members: Representatives of the leadership of the Department of Secondary Education; representatives of the hosting unit of the sports event; representatives of the School Department, Militia and Self-Defense Force Department, Training Command – Ministry of Defense.
- Organizing Committee of the sports event
The Department of National Defense Education cooperates with relevant agencies of the Ministry of Defense and the hosting unit to establish the Organizing Committee of the sports event.
- Duties and powers of the Organizing Committee of the sports event:
The Organizing Committee of the sports event has the authority to manage all work related to the sports event; responsible to the Steering Committee for the content, process of conducting the sports event, evaluation of the results; proposes the Ministry of Education and Training to award collectives and individuals with high achievements in the sports event.
* Arbitration Committee of the sports event (Pursuant to Article 8 of the National Defense Education Sports Competition Regulations for upper secondary school students nationwide, issued together with Decision 27/2004/QD-BGD&DT)
- Head of the Arbitration Committee: Leader of the Department of National Defense Education;
- Deputy Head: Leader of the hosting unit;
- Secretary Organization of the Arbitration Committee: includes the team leader and members, specific personnel decided by the Head of the Arbitration Committee;
- Each competition content has a sub-committee of arbitration, including one head and members; the number of members and specific personnel is decided by the Head of the Arbitration Committee.
* Duties and powers of the Arbitration Committee (Pursuant to Article 9 of the National Defense Education Sports Competition Regulations for upper secondary school students nationwide, issued together with Decision 27/2004/QD-BGD&DT)
- Arbitration Committee
+ The Arbitration Committee operates under the unified direction of the Organizing Committee of the sports event; is tasked with assisting the Organizing Committee in operating tasks related to the content of the sports event. The Arbitration Committee works on the principle of democratic centralism;
+ The Arbitration Committee has the authority to decide on matters related to the sports event such as organizing competitions, grading, and evaluating the sports event results;
+ The Arbitration Committee is responsible for compiling and reporting the results of the sports event to the Organizing Committee.
- Head and Deputy Head:
+ The Head of the Arbitration Committee is responsible to the Organizing Committee for related tasks during the sports event; guides the implementation and decides on all work aspects according to the sports event Regulations; issues decisions to form working groups: Secretary Team, sub-committees of arbitration, preparation teams for content;
+ The Deputy Head assists the Head by taking on specific tasks and substitutes in managing tasks when the Head is absent.
- Secretary Team:
+ Operates under the direction of the Arbitration Committee to ensure the correct progress, plan, and Regulations of the sports event;
+ Prepares the sports event plan, records minutes;
+ Prepares templates and necessary documents for the sports event;
+ Compiles and declares the results of the sports event.
- Sub-committees of arbitration:
The head of the arbitration sub-committee is appointed by the Head of the Arbitration Committee. The sub-committee is tasked with:
+ Thoroughly understanding the sports event Regulations, content, and methods for evaluating the sports event outcomes;
+ Each member accurately and objectively evaluates the performance of each athlete participating in the sports event;
+ Collecting situations, and reporting the results of the sports event to the Arbitration Committee after each sports session.
