Based on Article 44 of the Charter of Lower Secondary Schools, Upper Secondary Schools, and Schools with Multiple Levels, issued together with Circular 32/2020/TT-BGDDT:

Parent committees

1. Each class shall have a parent committee that is formed for every academic year and consists of parents and guardians of the class’s students elected to cooperate with the homeroom teacher and subject teachers in educating the students.

2. Each school shall have a parent committee that is formed for every academic year and some members of which are elected by the parent committee of each class to cooperate with the school in educational activities.

3. Duties, powers, organization and operation of the parent committee of each class or secondary school are provided for in the parent committee charter promulgated by the Minister of Education and Training.

Each school has a parent committee organized each school year comprising several members appointed by the parent committee of each class to cooperate with the school in implementing educational activities.

Thus, each lower secondary school has 1 parent committee for the school.

What is the relationship between the lower secondary school, the family and the society in Vietnam?

According to Article 45 of the Charter of Lower Secondary Schools, Upper Secondary Schools, and Schools with Multiple Levels, issued together with Circular 32/2020/TT-BGDDT, the relationship between the lower secondary school, the family and the society in Vietnam is as follows:

Relationship between the school, the family and the society

1. The school shall proactively, regularly and closely cooperate with the family and the society in building a unified learning environment to achieve educational objectives and apply educational principles.

2. The school shall cooperate with the local government and mass organizations, parent committees and relevant socio-political organizations and individuals in:

a) Finalize educating methods, contents and viewpoints between the school, the family and the society to achieve educational objectives.

b) Mobilize forces and resources of the community for education and educational equipment and facilities for the school; develop learning movements and build a healthy and safe learning environment; prevent bad influence on students; and enable students to play and participate in healthy and age-appropriate cultural and sport activities.

Thus, according to the above regulations, the school's parent committee will coordinate with the school along with local authorities, unions, socio-political organizations, and relevant individuals to:

[1] Unify views, content, methods of education to achieve educational goals.

[2] Mobilize community resources and forces to care for educational undertakings.

[3] Establish a learning movement and a healthy, safe educational environment.

[4] Prevent activities negatively affecting students; create conditions for students to participate in healthy recreational, cultural, and sports activities suitable to their age.

What are the duties and powers of the lower secondary school's parent committee in Vietnam?

Based on Article 6 of the Charter of the parent committee, issued together with Circular 55/2011/TT-BGDDT, the school’s parent committee has the following duties and powers:

*Duties of the school's parent committee:

[1] Coordinate with the Principal to organize the implementation of the school year's tasks and educational activities as agreed upon in the initial meeting of the school's parent committee;

[2] Coordinate with the Principal to guide, propagate, and disseminate legal policies, and educational policies to parents of students to enhance their responsibility in caring for, protecting, and educating students;

[3] Coordinate with the Principal to educate students with weak conduct to continue training during the summer holiday in the local area;

[4] Coordinate with the Principal in moral education for students; nurture, encourage excellent students, help weak students; assist poor students, disabled students, and students in difficult situations; mobilize dropouts to return to school;

[5] Guide the organization and activities of the parent committee of each class.

*Powers of the school's parent committee:

{1} Decide to convene meetings according to the provisions of Article 9 of this Charter (except for the first meeting of the school year to appoint the school’s parent committee) after agreeing with the Principal;

{2} Based on the opinions of the parent committee of each class, recommend to the Principal the necessary measures to implement the school's educational goals and manage and educate students;

{3} Decide on expenditures for the activities of the parent committee from voluntary support and donations according to the provisions of Article 10 of the Charter of parent committee, issued together with Circular 55/2011/TT-BGDDT.
