Forms of library interoperability

a) Digital information resources: Libraries in the group share databases, metadata, and catalogs of digital information resources organized according to library professional standards and database access rights;

b) Printed information resources: Libraries in the group rotate information resources such as textbooks, professional books for teachers, reference books, newspapers, magazines, stories, educational pictures, and other materials periodically according to the semester,

Thus, there are 2 forms of library interoperability in primary schools:

- Digital information resources

- Printed information resources

According to Article 13 of the Regulations on standards for libraries in preschool and general education institutions issued with Circular 16/2022/TT-BGDDT, as follows:

- Learning support and connection activities, including: Topic searches; writing, drawing, interacting with authors, artists, guest speakers in the field of children's books; group work; interaction between classes; organization of clubs, groups sharing books, materials on traditions, culture, and local history;

- Interaction and professional development activities for teachers, including: Introduction of suitable materials by subject or topic; advising teachers on using information resources to design lessons;

c) Library interoperability: The primary school library conducts interoperability according to the regulation in Article 4 of this document.

2. Standard of library activities Level 2

b) Library activity content:

- Ensure at least 2 library reading sessions/class/semester, the content of which is prescribed by the primary school Principal according to the educational program;

- Ensure at least 1 library lesson/class/semester/subject or interdisciplinary lesson as prescribed by the primary school Principal according to the educational program;

- Ensure that 100% of teachers and at least 80% of all students read books in the library and borrow books to read at home annually;

c) Library interoperability: Conduct interoperability by rotating printed information resources or sharing digital information resources at least once per school year.

At primary schools, library interoperability is a content of library activities for both Level 1 and Level 2, specifically:

- Level 1 standard of library activities: The primary school library conducts interoperability according to the regulation in Article 4 of the Regulations on standards for libraries in preschool and general education institutions issued with Circular 16/2022/TT-BGDDT.

- Level 2 standard of library activities: Periodically at least once per school year, by rotating printed information resources or sharing digital information resources.

What is the mechanism for library interoperability applied in primary school libraries in Vietnam?

According to Clause 3, Article 4 of the Regulations on standards for libraries in preschool and general education institutions issued with Circular 16/2022/TT-BGDDT, the mechanism for library interoperability applied in primary school libraries is as follows:

(1) Lead interconnecting library

- Designated as the focal point for coordinating the work of supplementing, updating, and sharing information resources among libraries in the group. The lead library is prioritized for construction investment from state budget sources according to regulations;

- Responsible for maintaining and developing a shared digital information resource system; supporting database management for group libraries; acting as the main point of contact for exchanging information resources, providing access to digital information resources and system exploitation; controlling bibliographic record quality; directing the standardization and uniformity of bibliographic records among group libraries; providing professional guidance and support to group libraries;

(2) Participating interconnecting libraries are responsible for sharing and contributing the library's information resources for shared use according to interoperability bylaws and regulations; participating in the formulation of regulations regarding the level of sharing, user access rights; and using processed information resources, products, and services of other libraries to serve users.
