- Commendation and Reward Council
The Commendation and Reward Council is established at the beginning of each academic year to assist the principal in organizing emulation movements, and proposing the list of commendations for officials, teachers, staff, and students in the school. The Commendation and Reward Council is established by the principal and chaired by the principal. Members of the Commendation and Reward Council include: Party Secretary, Vice Principal, a representative of the school council, Chairman of the Trade Union, Secretary of the Ho Chi Minh Communist Youth Union (if any), Head of the Ho Chi Minh Young Pioneer Organization (if any), head of subject departments, head of the administrative department, and homeroom teachers.
- Discipline Council
a) The Student Discipline Council is established to review or erase disciplinary actions against students based on individual cases. The Student Discipline Council is established and chaired by the principal. Members of the council include: Vice Principal, Secretary of the Ho Chi Minh Communist Youth Union (if any), head of the Ho Chi Minh Young Pioneer Organization (if any), homeroom teacher of the student involved, several teachers with educational experience, and the head of the parent representative board of the school.
b) The Discipline Council for officials, teachers, and staff is established to review and propose disciplinary actions against officials, teachers, and staff based on individual cases. The establishment, composition, and activities of the Discipline Council for officials, teachers, and staff are implemented according to the provisions of the law.
Thus, the current law does not allow teachers to chair the Student Discipline Council. Instead, the Student Discipline Council is established and chaired by the principal.

Can homeroom teachers in Vietnam attend Student Discipline Council meetings?
Pursuant to point b clause 2 Article 29 of the Regulation on lower secondary schools, upper secondary schools, and multi-level schools issued in conjunction with Circular 32/2020/TT-BGDDT:
Rights of teachers and staff
- Teachers and staff have the following rights:
a) Autonomy in performing professional tasks with the support and assignment of the subject department and the school.
b) Entitled to salary, allowances, and preferential policies (if any) as per regulations; allowed to change professional titles; entitled to material and spiritual benefits as per regulations.
c) Provided with opportunities to study and enhance political, professional, and technical skills, enjoying full salary, allowances, and other benefits as per regulations when authorized entities send them for study and training.
d) Permitted to engage in lectures, scientific research at other schools, educational institutions, or research institutes, ensuring the completion of tasks at their workplace and with the written consent of the principal.
dd) Respected and protected in terms of dignity, honor, and body.
e) Entitled to summer vacation and other leaves as per regulations.
g) Other rights as provided by law.
- In addition to the rights specified in clause 1 of this Article, homeroom teachers also have the following rights:
a) Attend lessons and other educational activities of the students in their class.
b) Attend commendation and discipline council meetings when resolving issues related to the students in their class.
Therefore, homeroom teachers are allowed to attend commendation and discipline council meetings when resolving issues involving the students in their class.
What are general regulations on councils of public lower secondary schools in Vietnam?
Pursuant to Article 10 of the Regulation on lower secondary schools, upper secondary schools, and multi-level schools issued in conjunction with Circular 32/2020/TT-BGDDT, the general regulations on councils of public lower secondary schools are as follows:
- The school council of a public lower secondary school is the governing body of the school, representing the ownership rights of the school and stakeholders. It is responsible for deciding the school's direction of activities, mobilizing and supervising the use of resources for the school, linking the school with the community and society, and ensuring the implementation of educational objectives.
- The composition of the school council includes Party Secretary; Principal; Chairman of the Trade Union; Secretary of the Ho Chi Minh Communist Youth Union; representatives of the subject departments, administrative department; representatives of the local government, the parent representative board, and student representatives.
- The school council has a chairman, secretary, and members. The number of council members must be odd, with at least 07 and at most 15 members. The term of the school council is 05 years.
- Tasks and powers of the public lower secondary school council: Decide on the strategy, vision, plan, and development goals of the school; approve the school regulation or amendments to the regulation; decide on the utilization of the school's finances and assets; approve the school's educational plan; supervise enrollment activities and the implementation of the school's educational plans; supervise the implementation of decisions made by the school council and the adherence to school democracy regulations in all school activities; supervise the mobilization, management, and use of the school's resources following legal provisions.
- Activities of the public lower secondary school council:
+ The council meets regularly at least 03 times a year.
+ If necessary, the chairman can call for an irregular meeting to address emerging issues as requested by the principal or at least one-third of council members.
+ The council may hold meetings by obtaining written opinions. When necessary, the council may invite other representatives to participate in council meetings.
+ A council meeting is valid if at least three-quarters of the members, including the chairman, are present. Decisions are effective when approved by at least two-thirds of the attendees. The council’s decisions are publicly announced.
