Based on Article 5 of the Work Regulation for Primary and Secondary School Teachers issued with Circular 28/2009/TT-BGDDT (supplemented by clause 3 Article 1 of Circular 15/2017/TT-BGDDT) is specified as follows:
Work time and annual leave
1. The working time for primary school teachers in an academic year is 42 weeks, in which:
a) 35 weeks for teaching and educational activities as per the regulation on the academic year schedule.
b) 05 weeks for professional development and advanced training.
c) 01 week for preparing for the new academic year.
d) 01 week for the conclusion of the academic year.
2. The working time for lower secondary and upper secondary school teachers in an academic year is 42 weeks, in which:
a) 37 weeks for teaching and educational activities as per the regulation on the academic year schedule.
b) 03 weeks for professional development and advanced training.
c) 01 week for preparing for the new academic year.
d) 01 week for the conclusion of the academic year.
2a. The working time for teachers at preparatory high schools is 42 weeks, in which:
a) 28 weeks for teaching and educational activities as per the academic year schedule;
b) 12 weeks for professional development, advanced training, material development, scientific research, and other activities as per the academic year plan;
c) 01 week for preparing for the new academic year;
d) 01 week for the conclusion of the academic year.

Thus, lower secondary school teachers have a working time of 42 weeks in an academic year, in which:
- 37 weeks are for teaching and educational activities as per the regulation on the academic year schedule.
- 03 weeks are for professional development and advanced training.
- 01 week is for preparing for the new academic year.
- 01 week is for the conclusion of the academic year.

What is the salary coefficient for lower secondary school teachers in Vietnam?
According to the guidelines in Circular 03/2021/TT-BGDDT, the current salary coefficient for lower secondary school teachers is as follows:

What is the statutory pay rate for calculating the salaries of lower secondary school teachers in Vietnam?
Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate for calculating the salaries of teachers is regulated as follows:
Statutory pay rate
1. The statutory pay rate is used as the basis for:
a) Calculating the salary levels in salary scales, allowances, and implementing other policies as stipulated by law for the subjects specified in Article 2 of this Decree;
b) Calculating activity fees and livelihood allowances as stipulated by law;
c) Calculating deductions and policies enjoyed based on the statutory pay rate.
2. From July 01, 2024, the statutory pay rate is 2,340,000 VND/month.
3. For central agencies and units currently applying specific financial mechanisms and income policies: The difference between the salary and additional income of June 2024 for officials and public employees and the salary from July 01, 2024, after amending or repealing specific financial and income mechanisms is retained. While the specific mechanisms are not amended or repealed, the monthly salary and additional income from July 01, 2024, are implemented based on the statutory pay rate of 2,340,000 VND/month under specific mechanisms, ensuring it does not exceed the salary and additional income enjoyed in June 2024 (excluding the increase in salary grade and step due to promotion or step enhancement). If the monthly salary and additional income under specific mechanisms from July 01, 2024, are lower than the common regulation, the salary policies follow common regulations.
4. The Government of Vietnam adjusts the statutory pay rate after reporting to the National Assembly for consideration and decision in line with the state budget's capability, consumer price index, and national economic growth rate.
The current statutory pay rate for calculating lower secondary school teachers' salaries is 2,340,000 VND. This rate is used as the basis for:
- Calculating the salary levels in salary scales, allowances, and implementing other policies as stipulated by law for the subjects specified in Article 2 of Decree 73/2024/ND-CP;
- Calculating activity fees and livelihood allowances as stipulated by law;
- Calculating deductions and policies enjoyed based on the statutory pay rate.
