Is the Minister of Education and Training of Vietnam responsible for the quality of the general education program?

Article 31 of the Education Law 2019 stipulates the general education program as follows:

2. The National Council for Appraisal of the General Education Program is established by the Minister of Education and Training to appraise the general education program. The Council includes educators, educational administrators, experienced and reputable scientists in education, and representatives of relevant agencies and organizations. At least one-third of the members of the Council must be teachers currently teaching at the relevant education level. The Council and its members are responsible for the content and quality of the appraisal.

3. The Minister of Education and Training is responsible for the quality of the general education program; issues the general education program after it has been appraised by the National Council; stipulates the standards and processes for developing and revising the general education program; defines the goals, targets, scope, and duration for piloting innovative educational content and methods in general education institutions; determines the tasks, powers, modes of operation, standards, quantity, and structure of members of the National Council for Appraisal of the General Education Program.

Thus, the Minister of Education and Training is responsible for the quality of the general education program.

What are the responsibilities of the Ministry of Education and Training of Vietnam regarding state management of education?

According to Article 105 of the Education Law 2019, the responsibilities of state management agencies for education are stipulated as follows:

State Management Agency for Education

1. The Government of Vietnam uniformly manages the state administration of education.

The Government of Vietnam submits to the National Assembly for decision on major policies affecting the rights and obligations of citizens to study nationwide, policies on curriculum reform at a certain education level; annually reports to the National Assembly on educational activities and the implementation of the education budget; submits to the Standing Committee of the National Assembly for decision on the widespread application of new education policies that have been piloted successfully and would impact the rights and obligations of citizens to study nationwide.

2. The Ministry of Education and Training is responsible to the Government of Vietnam for state administration of preschool education, general education, higher education, teacher training at intermediate and college levels, and continuing education.

3. The Ministry of Labour - Invalids and Social Affairs is responsible to the Government of Vietnam for state administration of vocational education, except for intermediate and college teacher training.

4. Ministries and ministerial-level agencies, within the scope of their tasks and powers, are responsible for cooperating with the Ministry of Education and Training and the Ministry of Labour - Invalids and Social Affairs in the state administration of education.

5. People's Committees at all levels manage education according to the decentralization of the Government of Vietnam, within the scope of their tasks and powers, and are assigned the following tasks:

a) Inspect the compliance with education laws by educational institutions in the locality;

b) Ensure the conditions of the teaching staff, finance, facilities, libraries, and teaching equipment for public schools within their management scope;

c) Develop various types of schools, promote private investment in education; ensure the expansion, improvement, and efficiency of education quality in the locality;

d) Implement policies of the state and local policies to ensure the autonomy, accountability for task performance, and quality of education of institutions under their management;

e) Take responsibility for the implementation of strategies, plans, policies for education development in the locality.

Thus, the responsibilities of the Ministry of Education and Training regarding state management of education are as follows:

- The Ministry of Education and Training is responsible to the Government of Vietnam for the state administration of preschool education, general education, higher education, teacher training at intermediate and college levels, and continuing education.

- Additionally, ministries and ministerial-level agencies, within their tasks and powers, are responsible for cooperating with the Ministry of Education and Training and the Ministry of Labour - War Invalids and Social Affairs in the state administration of education.
