On September 16, 2024, the Vietnam Communist Party Commission of the Department of Education and Training of Ho Chi Minh City issued Official Dispatch 1035-CV/DU in 2024 on strengthening propaganda, mobilizing people to donate, support the northern provinces affected by Typhoon No. 3, addressed to the party committees and affiliated party cells.
In the past few days, Typhoon No. 3 (Super Typhoon Yagi) has swept into the northern provinces of our country; the Communist Party, the State, all levels, branches have directed decisively, agencies, units, forces, especially the Military, Police along with the people have implemented many storm prevention measures.
However, with super-strong winds, the storm has caused enormous damage.
To date, according to incomplete statistics, more than 105 people have died and are missing; 752 people were injured; many transportation works, schools, medical facilities, public works, business production facilities, and people's houses were severely damaged, estimated damage in the tens of thousands of billions of VND;
Implementing Official Dispatch 4659-CV/BTGTU in 2024 of the Propaganda Department of the City Party Committee on strengthening propaganda, mobilizing donations, support for the northern provinces affected by Typhoon No. 3; the Vietnam Communist Party Commission of the Department of Education and Training requests affiliated party committees, party cells to implement as follows:
(1). Focus on propagandizing, mobilizing officers, party members, and workers at agencies, units to actively participate in the Movement for collecting donations to support people in the northern provinces affected by Typhoon No. 3, the implementation of donations through the Vietnam Fatherland Front at all levels.
(2). Monitor, grasp the social public opinion on disaster prevention, floods, on activities supporting people in the northern provinces affected at the unit, if any issues arise, promptly report, advise the Party Committee, the unit heads on measures to resolve.

What are issues to address the aftermath of Typhoon No. 3 in preparation for students returning to school in Vietnam?
According to Official Telegram 1200/CD-BGDDT in 2024 (Download) from the Minister of Education and Training directing to quickly address the aftermath and soon stabilize teaching and learning activities, the Minister of Education and Training requests the Directors of Departments of Education and Training of provinces, ccentral-affiliated cities to urgently address the disaster aftermath. To be specific:
(1) Cooperate with medical agencies to disinfect, clean schools and classrooms, prevent the risk of disease outbreaks after the storm.
(2) Ensure safe school conditions, clean environment before welcoming students back to school.
(3) Prolonged rain makes the ground saturated with water, weak, with a high risk of landslides, it is necessary to proactively review, check projects with safety risks to have plans for repair and recovery.
(4) Strongly oppose the use of projects that do not meet quality standards, with risk of collapse. Plan and urgently deploy the repair of school infrastructure, especially prioritizing items that may affect the safety of teachers and students.
(5) Relocate students, teachers, facilities, and teaching equipment from heavily damaged or unsafe areas. Review green systems, fences, school gates, with plans to trim branches, prevent wall collapses, tree falls.
(6) Particularly check schools, educational facilities near rivers, streams, areas with flood and landslide risks for warnings or stop allowing students to attend if safety is compromised.
(7) Ensure promptly supply of essential needs and teaching equipment for affected educational facilities. Organize psychological support for teachers and students affected by the storm, especially families suffering loss of life and property.
(8) Strengthen cooperation with local departments in rescue and disaster recovery, especially support for families of teachers and students heavily affected.
(9) Prepare facilities, equipment, and necessary items for students of boarding and semi-boarding schools to ensure safety, thoroughness, and convenience for students.
How to supply textbooks to areas affected by Typhoon No. 3 in Vietnam?
Based on Official Dispatch 5212/BGDDT-GDTrH in 2024 on supplying textbooks to areas affected by Typhoon No. 3, the Ministry of Education and Training requests Departments of Education and Training and units organizing the compilation, publication of textbooks to promptly implement several contents as follows:
- For Departments of Education and Training: Proactively review, report damage to infrastructure, teaching equipment, textbooks, and school supplies of schools and students due to storms and floods to have recovery plans and report to competent authorities.
Timely support and assist students, policy families, students in difficult circumstances, students affected by storms, to stabilize their studies early; implement solutions to ensure safe and effective teaching in schools.
Coordinate with local textbook suppliers to promptly supply additional textbooks for students, ensuring sufficient supply of textbooks, helping students quickly stabilize their studies.
- For units organizing the compilation, publication of textbooks:
The Ministry of Education and Training requests to proactively cooperate with localities to review, promptly grasp the situation of damaged textbooks due to the impact of Typhoon No. 3 to urgently print additional and promptly supply for teachers, students organizing teaching, prioritizing students in the first and final grades; ensure no shortage of textbook supply.
Within the unit's capability, publishers cooperate with Departments of Education and Training to proactively support textbooks, notebooks, and school supplies for policy families, severely affected students by storms and floods, so that they soon stabilize their studies.
