What are regulations on the admission of grade 1 students of Ho Chi Minh City?

Based on Subsection 1.1 Section 1 of Official Dispatch 5432/SGDDT-GDTH in 2024, guiding some early-year activities and preparation for the new school year 2024-2025 for primary education issued by the Department of Education and Training of Ho Chi Minh City, the Department provides the following guidance for receiving grade 1 students:

Depending on the actual situation and conditions, the Education and Training Departments shall direct the Principals to develop the school's education plan and organize early-year school activities for students. For the organization of admission of grade 1 students, please note the following:

Review the list of students who have not yet registered, arrange class sizes and assign teachers properly, ensuring that no child in the area is left without a school place and that all students listed have been accounted for.

Convey the school's yearly activities and information to parents through various solutions, and develop measures to guide students in their studies and instruct parents or guardians on supporting the students.

Introduction to activities exploring the school and education programs for new students in Ho Chi Minh City

Based on Subsection 1.2 Section 1 of Official Dispatch 5432/SGDDT-GDTH in 2024, the introduction of activities exploring the school and education programs for new students in Ho Chi Minh City is guided by the Department of Education and Training as follows:

- Introduce the traditions, vision, and mission of the school in a way appropriate for primary school students, including information about the organizational structure, management staff, teachers, and school staff;

- Explain the regulations concerning assessment and evaluation of academic results and conduct, as well as other school rules and regulations;

- Provide a brief overview of the school's facilities, learning equipment, the location of classrooms, functional rooms, libraries, computer rooms, traditional rooms, playgrounds, practice fields, gymnasiums, day-boarding areas, canteens, restrooms, school uniforms, and student learning and training tools.

- Organize activities to help students get acquainted with the school's purpose, requirements, educational program, learning and training methods, make them familiar, and gradually approach the contents, methods, and forms of instruction in each subject/education activity positively, proactively, and confidently;

- Introduce textbooks and reference materials to stimulate a love for and interest in learning among students. Also, present digital versions and the school's digital learning resources.

Reference materials must be managed and used in compliance with the regulations on managing and using reference publications in preschool, general, and continuing education institutions as stated in Circular 21/2014/TT-BGDDT;

- Ensure sufficient provision of textbooks for students in the new school year, strictly preventing the use of counterfeit or pirated textbooks.

What are the tuition fees in public schools in Ho Chi Minh City?

Based on Article 2 of Resolution 12/2024/NQ-HDND, the tuition fees for Ho Chi Minh City in 2024 are regulated as follows:

(1) Tuition fees for the school year 2024 - 2025 for preschool, public general education institutions that have not yet self-financed regular expenses are as follows:

Primary School Tuition Fees

Group 1: students attending schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.

Group 2: students attending schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio districts.

(2) The primary school tuition fees serve as a basis to implement the policy of financial support for tuition fees for non-public primary school students in areas lacking public primary schools and private primary school students eligible for tuition fee exemptions or reductions.

(3) Preschool children aged 5 years shall be exempted from tuition fees from the school year 2024 - 2025 (effective from September 1, 2024).

(4) Lower secondary school students shall be exempted from tuition fees from the school year 2025 - 2026 (effective from September 1, 2025).

(5) Tuition fees from the school year 2024 - 2025 for preschool and public general education institutions that can self-finance regular expenses: these institutions shall set their tuition fees based on economic-technical norms and cost norms, and submit them to the People's Committee of the City for the City Council's consideration and approval.

(6) Non-formal education institutions and other educational institutions providing general education programs shall apply tuition fees equivalent to those of public general education institutions at the same educational level in Ho Chi Minh City.

(7) Tuition fees for online learning shall be 50% of the approved tuition fees of public educational institutions. Tuition fees are rounded to the nearest thousand VND.
