The guidance from the Ministry of Education on organizing the Opening Ceremony for the new school year 2024-2025 is one of the key directives of Official Dispatch 4327/BGDDT-GDTH in 2024, enhancing direction and implementation of some preparations for the school year 2024-2025, issued by the Ministry of Education and Training. To be specific:

*Regarding welcoming new students and organizing the Opening Ceremony for the new school year:

Guiding educational institutions to organize activities to welcome new students, paying special attention to first graders;

Organizing for students to learn about the traditions and activities of the school;

Disseminating school rules and regulations; introducing educational activities, educational programs, learning, and training methods at school and class.

Directing educational institutions to strictly adhere to regulations regarding the time students return to school and organizing the Opening Ceremony for the new school year 2024-2025 uniformly across the country in the morning of September 5, 2024.

Organizing the opening ceremony in a concise manner, suitable to the realities and conditions of the locality and the school, consisting of two parts:

(i) Formal part organized briefly but ensuring solemnity with rituals: Flag salutation, National Anthem singing (not using prerecorded vocal tracks), reading the President’s letter, etc.;

(ii) Festive part organizing absolutely safe and healthy group recreational activities to create a joyful, exciting atmosphere for the new school year's opening day.

Thus, it can be seen that the organization of the Opening Ceremony for the new school year 2024-2025 will be divided into 2 parts: the formal part and the festive part.

Some Directives from the Ministry of Education and Training of Vietnam for the New School Year 2024-2025

According to Official Dispatch 4327/BGDDT-GDTH in 2024, strengthening direction and implementation of some preparations for the school year 2024-2025, issued by the Ministry of Education and Training, specifically as follows:

[1] Directing to review, inspect, and urge the provision of adequate facilities and educational equipment before the new school year; promptly addressing the local teacher structure issues according to authority;

Flexibly arranging and allocating teachers to ensure enough quantity and uniform structure, especially for some subjects such as English, Informatics, Music, and Art.

In case sufficient teachers cannot be recruited according to standards, implement teacher contract solutions according to Decree 111/2022/ND-CP dated December 30, 2022, from the Government of Vietnam to implement the policy "having students, there must be teachers in the classroom" suitable to the local actual situation.

[2] Implement solutions to enhance state management responsibility to comply with financial management regulations, publicly disclose financial collections and expenditures from the beginning of the school year; in the selection, provision, and use of textbooks, local educational materials, and reference materials.

Develop and implement support plans for disadvantaged students, policy students, students in difficult, remote, and isolated areas, and students in ethnic minority areas, ensuring they have enough textbooks, learning materials, and other essential conditions; ensure no students are unable to attend school due to difficult circumstances.

[3] Direct to fulfill all content and criteria for building a safe school, preventing accidents and injuries in preschools, general education, and continuing education institutions; strengthen the coordination between family, school, and society to organize care, nurturing, management, and education for children and students in and out of school for safety and effectiveness, especially in preventing accidents, school violence, and mental health care for students from the beginning of the school year.

[4] Direct educational institutions to proactively cooperate with publishers, related organizations, and individuals to ensure the provision of quality textbooks; absolutely avoid the situation of delayed or insufficient textbooks and study materials when the new school year begins.

Other Directives from the Ministry of Education and Training of Vietnam for Efficient Organization of Initial Activities in the New School Year 2024-2025 Besides the Opening Ceremony

According to Official Dispatch 4327/BGDDT-GDTH in 2024, strengthening direction and implementation of some preparations for the school year 2024-2025, the Ministry of Education directs the Department of Education and Training to guide educational institutions to effectively organize initial activities for the school year 2024-2025 as follows:

- Clean the school, classroom, and campus to be clean, beautiful, and safe, with banners welcoming the new school year and showing determination to successfully accomplish the tasks of the new school year, thoroughly preparing for the new school year's Opening Ceremony to truly be a festival for the whole community to bring children to school, a festival for teachers and students, while attracting the attention and support of the people and the entire society.

- Regarding the organization of activities at the beginning of the school year: Directing educational institutions to stabilize and maintain the learning routine right after the Opening Ceremony; guiding the organization of activities at the beginning of the school year appropriate to the age of students, the conditions of the school, and linked to the local reality;

Focus on building school culture, ensuring school security and safety from the early days of the school year; cooperate well with parents to create consensus, share, support the Education sector to fulfill the school year's tasks well.
