Guidelines for teaching Foreign Languages 1, and Computer Science according to the primary education program for the academic year 2024-2025 in Vietnam

Official Dispatch No. 3898/BGDDT-GDTH in 2024 provides guidelines for organizing teaching Foreign Languages 1, and Computer Science according to the elementary education program for the academic year 2024-2025?

Guidelines for teaching Foreign Languages 1, and Computer Science according to the primary education program for the academic year 2024-2025 in Vietnam

Pursuant to Subsection 3, Section 1, Part B Official Dispatch 3898/BGDDT-GDTH in 2024 on the implementation of primary education tasks for the school year 2024-2025 issued by the Ministry of Education and Training, the guidance on teaching Foreign Language 1, Informatics according to the General Education Curriculum at Elementary Level for the school year 2024-2025 is as follows:

(1) Organizing the Teaching of Foreign Language 1 Subjects

- For grades 1 and 2: continue to implement the elective English curriculum ensuring the requirements stipulated in the General Education Curriculum.

For foreign languages other than English, including German, Korean, Russian, Japanese, French, and Chinese, which have been issued programs by the Ministry of Education and Training, based on the implementation conditions of the educational institution and the needs of students and their parents, the educational institution proactively implements elective teaching in grades 1 and 2 and selects teaching materials according to the regulations of the Ministry of Education and Training.

When implementing elective Foreign Language 1 teaching in grades 1, 2, care must be taken to ensure continuity with the mandatory foreign language subject starting in grade 3; the teaching time should be appropriate for the initial acquaintance learning form, not overloading the students; continuous assessment should be carried out to support learning without using the assessment results for grade promotion consideration; the elective learning of Foreign Language 1 in grades 1, 2 must be reflected in the school’s educational plan according to the regulations.

- For grades 3, 4, and 5: implement solutions to organize the mandatory Foreign Language 1 subject teaching; choose among the Foreign Language 1 subjects that have sufficient conditions for implementation suitable to the organizing capability of educational institutions, the needs of students and their parents, ensuring continuity and the requirements stipulated in the foreign language subjects' curriculum and directives from the Ministry of Education and Training.

Implement the use of the English e-learning system on computers and online at the elementary level under Plan 160/KH-BGDDT ensuring quality, practicality, and local conditions and responsiveness.

Encourage educational institutions to engage in private investment in foreign language teaching on a voluntary basis to increase learning time; teach foreign languages through Math and Science topics; teach some subjects in foreign languages. Enhance organizing for teachers and students to learn foreign languages through television, media, and other suitable learning resources.

Promote practical foreign language usage through activities such as reading stories, experiential activities, creating a foreign language environment outside the classroom, playgrounds, and exchanges for students as directed by the Ministry of Education and Training.

(2) Organizing Informatics Teaching

Organize mandatory informatics teaching for all students in grades 3, 4, and 5 according to the requirements stipulated in the General Education Curriculum; implement solutions to organize informatics teaching according to the Ministry of Education and Training's guidance.

Organize informatics education activities and digital citizenship skills education for students according to the Ministry of Education and Training's guidance. Based on actual conditions, teachers' workforce, flexibly enhance informatics education and digital citizenship skills for students in grades 1, 2 to "early form necessary skills for digital citizens," serving as a foundation for students to access and easily learn informatics in grades 3, 4, and 5.

For grades 3, 4, and 5, increase time and content according to each topic, and knowledge stream to consolidate, deepen informatics knowledge, and allow students to research, explore, and expand their informatics knowledge, developing informatics competence.

Organize training, develop plans to implement digital citizenship skills education according to the General Education Curriculum as guided by the Ministry of Education and Training.

How to strengthen and improve the quality of universal education according to Official Dispatch 3898/BGDDT-GDTH in 2024

Pursuant to Subsection 2, Section 2, Part B Official Dispatch 3898/BGDDT-GDTH in 2024 on strengthening and improving the quality of universal education:

Continue to advise the Provincial Party Committee, Provincial People's Council, Provincial People’s Committee to direct effective implementation of universal education and illiteracy eradication tasks according to the regulations of the Government of Vietnam and the Ministry of Education and Training; continue to direct primary schools to effectively coordinate with community learning centers to organize literacy eradication classes and implement appropriate solutions to encourage literacy candidates to participate in learning;

At the same time, strengthen training, investigation, re-checking, data entry into the system, completeness, preservation of records, and procedures, and follow the procedures, processes for assessing and recognizing the standards of primary education universalization, focusing on ensuring that the achievement level is linked with the conditions to ensure a solid foundation to strengthen and actually improve the quality of primary education universalization, ensuring that primary education is compulsory and contributing to improving overall education quality.

How to effectively implement primary education quality accreditation and build schools meeting national standards for the school year 2024-2025 in Vietnam

Also in Subsection 2, Section 2, Part B Official Dispatch 3898/BGDDT-GDTH, 2024, the Ministry of Education and Training guides the effective implementation of primary education quality accreditation and building schools meeting national standards for the school year 2024-2025 as follows:

Continue to implement education quality accreditation and recognition of primary schools meeting national standards according to the Ministry of Education and Training's regulations.

Effectively advise Provincial People's Committee to approve the plan and roadmap for building primary schools meeting national standards; build representative, exemplary primary school models, drawing experiences for replication.

Encourage localities with conditions to implement integrated education programs according to regulations; apply advanced, modern education models, promote cooperation and international integration to meet learners' learning needs.
