What are the guidelines for filling out the quality assessment and grading sheet for public employees who are teachers in Vietnam?

The quality assessment and grading sheet for public employees is an important document used to summarize and assess the work results of teachers each academic year. In 2024, this sheet template has been updated according to the new regulations under Decision 3086/QD-BGDDT 2024.

According to Clause 1, Article 4 of the Regulations on Quality Assessment and Grading 2024 for units and officials and public employees under the Ministry of Education and Training of Vietnam issued together with Decision 3086/QD-BGDDT 2024, the quality assessment and grading for public employees who are teachers is conducted at the end of the year and must be completed before December 15, 2024.

Below are the guidelines for filling out the quality assessment and grading sheet for public employees who are teachers in Vietnam:

Clearly state full name, current position, and the unit currently working for.

I. SELF-ASSESSMENT RESULTS

1. Regarding Political Ideology

- Fully comply with the policies, guidelines, and regulations of the Communist Party, state policies, laws, and organizational principles and disciplines of the Communist Party.

- Always adhere to every policy, guideline, resolution, and policy of the Communist Party, laws of the State, school, and education sector. Always exercise the motto "Live and work according to the Constitution and the Law".

- Have a firm stance and political will; maintain a unwavering position; not shaken by challenges and difficulties.

- Correctly perceive and apply the guidelines, resolutions of the party cell, state policies, and laws into the assigned tasks. Always exhibit a high sense of responsibility in assigned tasks.

- Demonstgrade self-awareness in researching, learning, and applying Marxist-Leninist doctrine, Ho Chi Minh's ideology, and documents of the Communist Party.

- Always be conscious of self-study, self-improvement, regularly attend training organized by the school and the education sector, and constantly provide input for building, learning from experience, and discussing educational development directions in the locality.

2. Regarding Ethics and Lifestyle

- Do not engage in embezzlement, corruption, negativity, wastefulness, bureaucracy, opportunism, self-interest, being overbearing, or authoritarian.

- Do not show signs of ethical, lifestyle degradation.

- Lead an honest, modest, sincere, transparent, and simple lifestyle.

- Foster solidarity, build clean and strong bodies, organizations, and units.

- Always self-conscious about self-study, self-training, cultivating moral qualities, improving professional skills. Lead a transparent and healthy lifestyle, passionate about the profession; is trusted and respected by colleagues, students, parents, and the community.

- Always learn and follow Ho Chi Minh's moral example; actively participate in the movement "Say no to negativities in exams and achievement disease in education"; the campaign "Building a friendly learning environment", the movement to build "Friendly School, Active Students".

3. Regarding Work Style and Habits

- Be responsible for the work; dynamic, creative, dare to think, dare to do, flexibly execute tasks.

- Follow scientific, democratic, and principled working methods.

- Exhibit responsibility and coordination in task implementation.

- Always uphold honesty against formality, dealing counter-productively, lack of responsibility, and elevate disciple among peers, students, and parents.

4. Regarding Discipline Awareness

- Comply with agency or unit assignments.

- Adhere to the regulations, rules, and internal procedures of the workplace;

- Report fully, and honestly, provide accugrade and objective information related to the discharge of responsibilities, and activities of the entity to the superior when requested.

- Regularly plan activities by month, and engage in specialized activities conformably. Closely direct team members to perform their teaching duties well.

5. Regarding Results of Performing Responsibilities

In task execution, always promote democratic, centralized principles, adhere to the policies and guidelines of the Communist Party, state policies and laws. Always show responsibility, be actively dedicated to the job.

6. Regarding Attitude in Serving the People and Enterprises

- Maintain proper manners and an appropriate working style conformably, do not cause inconvenience to parents, students, and meet public service cultural requirements.

- Build and strengthen ties and play an active role with parents regarding the student's learning and education.

II. SELF-REVIEW AND QUALITY GRADING

1. Self-assess Strengths and Weaknesses:

Strengths:

- Always uphold viewpoints, stance, and political courage against work and life challenges.

- Always remain calm to strive to overcome all difficulties. Avoid evasion; be creative at work.

- Be conscious of self-studying, self-improving, modest, learning at work to improve professional skills.

- Exhibit organizational discipline awareness, honesty, and straightforwardness.

- Show responsibility and enthusiasm, take initiative at work.

Weaknesses: Clearly state the encountered issues, failures, and areas that require improvement.

2. Self-grading quality:

Teachers self-grade based on the actual situation according to the guidelines of Decision 3086/QD-BGDDT 2024.

(Excellent completion of tasks; Good completion of tasks; completion of tasks; non-completion of tasks).

What are the procedures for the quality assessment and grading for public employees who are teachers in Vietnam?

According to Clause 4, Article 21 of the Regulations on Quality Assessment and Grading 2024 for units and officials and public employees under the Ministry of Education and Training issued together with Decision 3086/QD-BGDDT 2024, the procedures for the quality assessment and grading for public employees who are teachers in Vietnam are specified as follows:

(1) Public employees who are teachers self-assess and grade quality

Public employees who are teachers prepare a self-assessment report, grading results based on assigned responsibilities according to Form No. 03 of the Regulations on Quality Assessment and Grading 2024 for units and officials and public employees under the Ministry of Education and Training issued together with Decision 3086/QD-BGDDT 2024.

(2) Comment and assess public employees who are teachers

- Organize a meeting at the unit where the public employee works to comment and assess public employees who are teachers.

- Participants of the meeting include all public employees who are teachers and workers of the unit.

- Public employees who are teachers present their work outcome self-assessment report at the meeting, attendees contribute opinions, and all opinions must be recorded in the minutes and approved during the meeting.

(3) Authorities assess and grade quality based on self-assessment, quality grading of public employees who are teachers, and comments during the assessment meeting as stipulated in Point a, b, Clause 4, Article 21 of the Regulations on Quality Assessment and Grading 2024 for units and officials and public employees under the Ministry of Education and Training issued together with Decision 3086/QD-BGDDT 2024, deciding the level of quality assessment for public employees.

What are the criteria for public employees who are teachers to have the quality graded as excellent completion of tasks in Vietnam?

Under Clause 1, Article 17 of the Regulations on Quality Assessment and Grading 2024 for units and officials and public employees under the Ministry of Education and Training issued together with Decision 3086/QD-BGDDT 2024, the criteria for public employees who are teachers to have the quality graded as excellent completion of tasks in Vietnam are defined as follows:

- Successfully implement regulations specified in Clause 1, 2, 3, and 4, Article 5 of the Regulations on Quality Assessment and Grading 2024 for units and officials and public employees under the Ministry of Education and Training issued together with Decision 3086/QD-BGDDT 2024 and exhibit a positive attitude when serving the public and businesses in positions with direct or immediate contact with citizens and enterprises.

- Achieve 100% of the tasks as per the signed working contract, planned tasks, or specific assigned jobs ensuring correct progress, quality, and high efficiency, with at least 50% of tasks exceeding standards.
