On February 14, 2025, the Central Executive Committee issued Conclusion 126-KL/TW in 2025...Download on several contents and tasks to continue reorganizing and streamlining the organizational apparatus of the political system in 2025.
According to Conclusion 126, regarding continuing to arrange and perfect the organizational apparatus of the political system in 2025 and the 2025-2030 term, the Politburo of Vietnam and the Secretariat require CPV committees and CPV organizations at all levels to focus on executing well and ensuring the progress of the following contents and tasks:
(1) Assign CPV committee of the National Assembly, CPV committee of the Government of Vietnam, CPV committee of the Fatherland Front, central mass organizations, central CPV committees, and CPV organizations at all levels to urgently conduct research and propose amendments and supplements to the Communist Party' of Vietnams regulations, state laws, and relevant mechanisms and policies to establish a legal basis for implementing the comprehensive model of the political system shortly, ensuring consistency during the process of streamlining the organizational apparatus.
(2) Assign CPV committee of the Government of Vietnam:
Direct the Communist Party of Vietnam's Inspection Committee of the Government of Vietnam and related agencies and units to promptly complete the scheme to reorganize the inspection system and report to the Politburo of Vietnam at the meeting on February 18, 2025.
Lead and direct a review, evaluation, and reorganization of the activities of CPV organizations in state-owned groups, corporations, and commercial banks, oriented towards transferring grassroots CPV organizations (enterprises) under the CPV organizations of corporations and groups to be directly managed by local CPV organizations based on the location of production and business activities (report to the Secretariat at the end of the second quarter of 2025).
- Take the lead, cooperate with the Central Organization Commission, CPV committee of the National Assembly, relevant CPV committees, and CPV organizations to research the orientation to continue abolishing intermediate administrative levels (district level); develop a plan to continue arranging the commune level in accordance with a new organizational model; propose the organizational apparatus, functions, tasks, powers, and responsibilities of the commune level; orient the merger of some provincial administrative units; propose the policy of amending and supplementing related laws and Communist Party regulations, report to the Politburo of Vietnam in the third quarter of 2025.
(3) Assign the Central Public Security CPV committee to lead and cooperate with relevant agencies and provincial and municipal CPV committees to lead and direct the implementation of the scheme to organize the police at three levels, without organizing district-level police, ensuring the set goals, requirements, and progress.
(4) Assign CPV committees of central authorities to lead and coordinate the CPV committee of the Supreme People's Court, and CPV committee of the Supreme People's Procuracy to research and advise on the model of agencies (courts, procuracies) oriented towards abolishing intermediate levels (district level) and propose additions and amendments to the Party's mechanisms, policies, and related state laws; continue to innovate the organization, improve the quality of people's courts and people's procuracies to meet the demands of judicial reform in the new situation; report to the Politburo of Vietnam in the second quarter of 2025.
(5) Assign the Central Department of Propaganda and Education and Mass Mobilization Commission to take the lead, and cooperate with the Central Organization Commission, CPV committee of the Government of Vietnam, relevant CPV committees, and CPV organizations to research the orientation for arranging local press agencies towards merging radio and television agencies under provincial people's committees into CPV committee press agencies in directly subordinate central provinces and cities.
(6) Assign Central Military Commission to take the lead, cooperate with the Central Organization Commission, CPV committee of the Government of Vietnam, CPV committee of the National Assembly, relevant CPV committees, and CPV organizations to research the orientation to continue reorganizing the Army (including the organization of district-level military agencies); propose additions and amendments to the Party's mechanisms, policies, and related state laws, report to the Politburo of Vietnam in the third quarter of 2025.
(7) Assign the CPV committee of the Fatherland Front and central mass organizations to cooperate with the Central Organization Commission, CPV committee of the Government of Vietnam, the CPV committee of the National Assembly, and CPV committee of political-social organizations and public associations in the Central assigned by the Party and State:
- Lead and direct a comprehensive review of the functions, tasks, and organizational apparatus of subordinate agencies and organizations, especially press agencies, to ensure unified management, effective operation towards maximum streamlining, maintaining only truly necessary units, report to the Politburo of Vietnam in the second quarter of 2025.
- Research the orientation to continue rearranging political-social organizations and mass associations assigned tasks by the Party and State to directly subordinate the Central Committee of the Vietnam Fatherland Front (consistent with the current CPV organization structure) and propose policies for amendments and supplements to related laws and Party regulations, report to the Politburo of Vietnam in the third quarter of 2025.

What are the current principles for training in political theory in Vietnam?
Under Article 2 of Regulation 57-QD/TW in 2022, the principles for training in political theory are:
- Adhere to the Communist Party of Vietnam's policies, resolutions, and regulations on the work of training in political theory; organize training for the right subjects, and standards, according to the hierarchical levels, and suitable to the positions and titles of officers.
- Ensure uniformity and consistency in political theory training linked with the Communist Party of Vietnam's regulations on planning, appointment, nomination for candidacy, and management of officers; clearly define the responsibilities and authority of agencies in training in political theory.
- Political theory education is an obligation, responsibility, and right of officials and party members, primarily leading and managing officers at all levels.
What are the standards for intermediate-level political theory in Vietnam?
Under Article 5 of Regulation 57-QD/TW in 2022 concerning intermediate-level political theory :
Intermediate-level political theory
1. Entites
1.1. Officials and public employees
a) Commune-level CPV committee members; president, vice president of People's Council, People's Committee; head, deputy head of the Vietnam Fatherland Front, and political-social organizations at commune level.
b) Deputy head of departments and equivalent units at district and provincial levels; deputy head (unit equivalent to department level) under state corporations and economic groups.
c) Planning deputy heads of departments (units equivalent to department level) in Central. Planning positions stipulated in Point a, b.
1.2. Army officers; Commander of commune military command, battalion commander; deputy commander, deputy chief of staff, political commissar, deputy head of county-level military command; deputy chief of staff, deputy political director of regiment; leadership of departments (units) at brigade, division, military command, provincial border guard command (equivalent). Officers planning for the above positions.
1.3. Police officers: Team leader, chief of commune police, battalion commander, deputy team leader, deputy chief of commune police, deputy battalion commander, and their equivalents; deputy head of divisions, deputy chief of district police, deputy regiment commander and their equivalents. Officers planning for the above positions.
1.4. Officers who have held the rank, grade of senior official and equivalent for 6 years; titles, job positions as prescribed must have an intermediate level of political theory and are in the reserve of intermediate level (equivalent).
1.5. Lecturers of political theory in schools and centers responsible for political theory training.

- Graduated from college or higher (graduated from high school or higher for ethnic minority officers or working in mountainous, border, island communes, remote areas, ethnic minority areas, particularly disadvantaged areas).
- Non-full-time system officers: Female from 33 years old, male from 35 years old and older.
Thus, the standards for intermediate-level political theory include:
- Be probationary or official Communist Party members.
- Have graduated from college or higher (graduated from high school or higher for ethnic minority officers or working in mountainous, border, island communes, remote areas, ethnic minority areas, particularly disadvantaged areas).
