From July 1, 2025, what are the regulations on teaching and learning activities at specialized schools in Vietnam?

Under Article 15 of the Organizational and Operational Regulations of schools and classes for people with disabilities issued together with Circular 27/2024/TT-BGDDT (effective from July 1, 2025), the regulations on teaching and learning activities at specialized schools in Vietnam are as follows:

(1) Educational programs and plans

- Specialized schools organize teaching and education according to the school's educational plan. The school's educational plan is developed based on the teaching and learning plans of the classes and is implemented according to the Ministry of Education and Training's regulations for each educational level;

- Based on the needs and abilities of individual students with disabilities, teachers assess and determine the content of activities and learning to develop personalized educational plans. Specialized schools organize the development of content and teaching plans for each class;

- The content of activities and learning for students with disabilities is based on specific skill education content and content stipulated in the preschool and general education programs of the Ministry of Education and Training, suitable to individual abilities and needs;

- Students with disabilities receive education tailored to their abilities and needs. In implementing the subjects and educational activities regulated in the preschool and general education programs, the school can make adjustments suitable for the student's abilities.

The principal decides on adjustments to subjects and educational activities' content based on proposals from teachers and professional teams;

- Education content regarding specific skills is developed by the school, ensuring at least 5 lessons (learning activities) per week appropriate to individual needs and abilities. The principal of the specialized school can decide to adjust the duration of specific skill education content based on proposals from teachers and professional teams, especially for middle and high school students who have already met the basic self-service personal requirements;

- Based on students' educational needs, specialized schools can arrange additional support education/intervention hours as appropriate;

- Teachers and public employees for other positions (employees for private schools) cooperate with parents or guardians to develop educational and learning content in the personalized education plan.

(2) Textbooks and reference materials

- Specialized schools use textbooks and educational activity materials listed by the Ministry of Education and Training; they organize the selection of textbooks in accordance with regulations from the Ministry of Education and Training;

- For visually impaired students: if they cannot use printed books, they can use Braille versions of textbooks;

- Teachers guide students to study textbook content based on the learning content identified in the personalized education plan;

- Schools select and equip reference publications to support teaching and educational activities in accordance with Ministry of Education and Training regulations, suitable to the teaching and learning needs of students with disabilities.

(3) Assessment of educational results

- For preschool children: Based on the personalized education plan, teachers choose suitable educational activity content and forms. Observations of participation in activities are used to monitor and assess the preschool children's progress, facilitating appropriate adjustments to the personalized education plan.

- For general education students

+ Based on the educational and learning content identified in the student's personalized education plan, teachers design and implement lesson plans and assess students as regulated for each educational level;

+ Students with disabilities are confirmed to have completed the class program and educational level program as regulated for their level, with clear acknowledgment of completion according to the personalized education plan. The personalized education plan should accompany the student's report card;

+ Principals decide on adjustments to forms of testing and assessment to ensure suitability for students with special needs based on teachers' proposals and professional team opinions.

(4) Enrollment

- Annually, specialized schools draft an enrollment plan, submit it for approval from the competent authority, publicly announce the enrollment plan, and organize enrollment according to regulations;

- Enrollment work is to be conducted with transparency, fairness, and objectivity as required;

- Specialized schools report enrollment results to the Department of Education and Training or the competent authority under regulations.

(5) School Transfer

- Students at specialized schools who have needs and meet conditions can transfer to other specialized schools, centers supporting inclusive educational development, classes for special education in schools that have these classes, or other schools.

- School transfers are conducted according to the Ministry of Education and Training's regulations.

What are the activities for educational quality assurance of specialized schools in Vietnam from July 1, 2025?

Under Article 18 of the Organizational and Operational Regulations of schools and classes for people with disabilities issued together with Circular 27/2024/TT-BGDDT (effective from July 1, 2025), specialized schools are responsible for maintaining eligibility for educational quality assurance as required, which entails implementing the following specific activities:

- Develop quality assurance plans and development goals for each phase and academic year, and publicize them to school members and stakeholders for implementation and supervision.

- Organize reviews and self-assessment of compliance with legal regulations and implementation results of phase plans and academic year plans; maintain the eligibility for educational quality assurance, and have improvement plans to enhance educational quality.

- Report implementation results to the direct education management agency for guidance, direction, inspection, and monitoring.
