From January 14, 2025, which agency will have the authority to process procedures for overseas study, which is transferred from the Ministry of Education and Training of Vietnam?
Pursuant to Article 1 of Circular 20/2024/TT-BGDDT (effective from January 14, 2025), amending and supplementing Clause 2, Article 16 of the Regulation on overseas study admissions issued with Circular 06/2016/TT-BGDDT, the procedures for processing overseas study dossiers are regulated as follows:
Amending and supplementing Clause 2, Article 16 of the Regulation on overseas study admissions issued with Circular No. 06/2016/TT-BGDDT dated March 21, 2016, as amended and supplemented by Circular No. 18/2022/TT-BGDDT dated December 15, 2022, of the Minister of Education and Training (hereinafter referred to as the Regulation) as follows:
“2. Procedure for processing overseas study dossiers
a) For candidates working at agencies, units, localities selected to study under state-budget scholarship programs, the International Cooperation Department sends a notification of acceptance results from foreign educational institutions and information on scholarship regulations and policies to the candidate, the direct management agency of the candidate, and issues a decision to send the candidate abroad once the direct management agency agrees to send the candidate overseas;
b) For candidates working at agencies, units, localities selected to study under scholarships funded by a foreign party, the International Cooperation Department sends a notification of the admission result to the candidate and the candidate's direct management agency to handle the overseas study procedures;
c) For candidates without a working agency, the International Cooperation Department issues a decision to send them to study abroad."
Thus, from January 14, 2025, the authority for processing overseas study procedures is transferred from the Ministry of Education and Training to the International Cooperation Department of the Ministry of Education and Training.

What are the conditions for applying to study abroad in Vietnam?
Pursuant to Article 3 of the Regulation on overseas study admissions issued with Circular 06/2016/TT-BGDDT (amended by Clause 3, Article 1 of Circular 18/2022/TT-BGDDT), the conditions for applying to study abroad are as follows:
Candidates applying to study abroad must be citizens of the Socialist Republic of Vietnam who meet the following conditions:
- Possess good political, moral qualities.
- Ensure sufficient health to participate in study programs abroad.
- Not under disciplinary action or facing criminal charges.
- Hold diplomas and certificates as required by each respective scholarship program.
- Meet the foreign language requirements or possess language certificates as stipulated by each scholarship program.
- Fall within the age range specified for each scholarship program.
- Submit a full dossier and pay application fees (if any) on time as per the admission announcement.
- Comply with current regulations on training and retraining for officials and public employees (for candidates who are officials and public employees).
- Meet other specific conditions of each scholarship program.
What are the criteria for selecting candidates to study abroad in Vietnam?
Based on Clause 2, Article 7 of the Regulation on overseas study admissions issued with Circular 06/2016/TT-BGDDT, the criteria for selecting candidates to study abroad include:
- Achievements and awards in studies, research, work (if any);
- Academic results of prior education levels and degrees obtained;
- Foreign language scores (as specifically required by the scholarship program);
- Evaluation and priority order as recommended by the nominating agency (if any);
- Duration of work experience (if any);
- Examination results (if any);
- Other priority criteria and regulations as stipulated by each scholarship program.
Which fields of study for studying abroad are prioritized for admission in Vietnam?
Based on Clause 2, Article 4 of the Regulation on overseas study admissions issued with Circular 06/2016/TT-BGDDT, the fields of study prioritized for admission are as follows:
- Fields of study aligned with the orientation and planning for human resources development in each phase; specific fields of study requiring prioritized training of human resources for programs, projects, and national projects approved by the Government of Vietnam;
- Fields of study that Vietnam does not yet have the capacity to train or where the training quality does not meet actual needs and there is a shortage of personnel in Vietnam;
- Fields of study for which foreign parties prioritize granting scholarships to Vietnam.
