What are the scores for each qualified and unqualified standard in the vocational education and training assessment?

Under Article 6 of Circular 14/2024/TT-BLDTBXH:

Assessment criteria and scores for vocational education and training centers

1. Criteria for quality accreditation of vocational education and training centers (hereinafter referred to as centers):

Criterion 1 - Mission, objectives, organization, and management;

Criterion 2 - Training activities;

Criterion 3 - Educators, managerial staff, public employees, and workers;

Criterion 4 - Training programs and curriculum;

Criterion 5 - Facilities and training equipment;

Criterion 6 - Learners and support activities for learners;

Criterion 7 - Monitoring and quality assessment.

2. The assessment score for each qualified standard is 4 points, and for each unqualified standard is 0 point. A qualified standard is identified based on the center complying with the standard and maintaining it for at least one year before the assessment. The summary table of criteria, the number of standards, and the benchmark of each criterion are in Appendix 02.

Thus, the vocational education and training assessment score for each qualified standard is 4 points, and for each unqualified standard is 0 point.

What are the detailed standards for quality accreditation of vocational education and training centers in Vietnam?

Under  Article 7 of Circular 14/2024/TT-BLDTBXH, the detailed standards for quality accreditation of vocational education and training centers in Vietnam are stipulated as follows:

- Criterion 1 - Mission, objectives, organization, and management

+ Standard 1.1: The mission and objectives of the center are specifically defined, suitable for the center’s functions, tasks, development orientation, and the workforce requirements in the sector, local development strategies.

+ Standard 1.2: The center's organizational and management regulations ensure autonomy, accountability, subject to annual review, and adjustment. Party organization, unions, and advisory boards are established as required.

+ Standard 1.3: The functions, tasks, and clear assignments of departments or specialized units within the center are appropriately structured based on the sector, training scale, objectives, and mission of the center.

- Criterion 2 - Training activities

+ Standard 2.1: Admission policies, plans, and enrollment processes are developed and implemented in accordance with training programs, ensuring fairness and objectivity. Admission procedures are supervised and improved for suitability and effectiveness.

+ Standard 2.2: Training forms and methods are diversified, suitable for each training program's objectives and content, meeting learners' needs and center’s conditions. Methods integrate practical skills training with providing specialized knowledge, promoting learners' active participation and collaboration. Evaluation forms are designed appropriately, regularly reviewed, assessed, and improved to ensure accuracy, fairness, and objectivity, guiding learners towards achieving output standards.

+ Standard 2.3: Centers develop and implement specific training plans for each class, course, semester, or session, detailing modules, subjects, theoretical, practical, and internship hours to help learners meet output standards.

+ Standard 2.4: Training activities are conducted according to approved program objectives and content, in cooperation with employers or organizations for organizing and guiding learners in practice and internships.

- Criterion 3 - Educators, managerial staff, public employees, and workers

+ Standard 3.1: Rules on recruitment, planning, training, and fostering of educators, managerial staff, and workers are issued. Policies are thoroughly implemented for educators, managerial staff, and public employees. Annually, the center develops training plans to standardize and improve the quality of educators, seeking approval from competent authorities.

+ Standard 3.2: The teaching staff and managerial personnel meet current standards, ensuring sufficient numbers and sector structures for the center's training requirements.

+ Standard 3.3: Educators teach according to training objectives and programs; fulfilling assigned training tasks effectively.

+ Standard 3.4: Annually, centers plan and implement training plans to enhance the expertise and teaching methods of educators, fostering regular learning, practice at employers to update knowledge, technology, and skills according to industry-specific demands.

- Criterion 4 - Training programs and curriculum

+ Standard 4.1: Centers issue comprehensive training programs and output standards, with industry participation in development and evaluation to meet Vietnam’s National Qualification Framework. Programs are publicly disclosed.

+ Standard 4.2: Programs are regularly reviewed, evaluated, updated, and improved to satisfy labor market demands and local industrial development.

+ Standard 4.3: Curricula are drafted, selected, assessed, and issued as teaching materials detailing module or subject content, enabling active teaching methods.

+ Standard 4.4: Curricula fit with technological production changes, updated periodically to align with training programs.

- Criterion 5 - Facilities and training equipment

+ Standard 5.1: Comprehensive campus planning aligns with utility, environmental sustainability. Infrastructure meets current standards for training needs, production, services, and operations.

+ Standard 5.2: Classrooms, special-purpose rooms, practice areas, and physical education spaces equipped in line with professions, scale, training level, meeting technology and environmental safety standards.

+ Standard 5.3: Training equipment and tools meet program implementation needs, adequately maintained, ensuring educational, health, and environmental safety requirements.

+ Standard 5.4: Centers ensure prompt provision of materials, sufficient educational content in print or electronic format for learners, educators, and managers to study and refer.

- Criterion 6 - Learners and support activities for learners

+ Standard 6.1: Clear, complete, public information on disciplines, programs, training implementation: Training regulations, assessment rules, graduation recognition, center regulations, policies for learners.

+ Standard 6.2: Learners benefit from prescribed policies, treated respectfully and equally, without discrimination.

+ Standard 6.3: Centers have motivational policies for high-achieving learners, promptly support learning processes, offer graduate employment advice.

- Criterion 7 - Monitoring and quality assessment

+ Standard 7.1: Annual surveys of learners and employment rates evaluate training effectiveness, quality of services, and teaching at centers, gathering feedback from employers.

+ Standard 7.2: Centers conduct self-assessments, planning improvements based on feedback, results of self, and external evaluations.

+ Standard 7.3: Centers achieve over 80% graduate employment within six months.
