Forms of Implementation of Career and Employment Counseling in Educational Institutions in Vietnam
Pursuant to Article 5 of Circular 07/2022/TT-BGDDT, the forms of implementation of career and employment counseling in educational institutions are as follows:
- For primary education level
+ Integrate and embed into school subjects and educational activities.
+ Organize students to explore various common careers and occupations in Vietnam through instructional tools, labor equipment, images, video clips, and dramatized activities suitable to the regional characteristics of each locality.
+ Create an environment to support students in recognizing careers and occupations through field trips, practical experiences in the community, businesses, agencies, units, and partners at least once per academic year, ensuring suitability with the school's conditions.
+ Identify, nurture talents and develop skills for students through learning processes, club activities, extracurricular activities, and coordinated activities with partners.
- For lower secondary education level
+ Integrate and embed into school subjects and educational activities.
+ Organize students to understand and grasp the trends of career and job migration through images, video clips, materials, instructional tools, and labor equipment related to careers and jobs.
+ Create an environment that supports students in experiencing, practicing, and exploring practical aspects of career and job groups through field trips and experiences in the community, businesses, agencies, units, and partners at least once per academic year, ensuring suitability with the school's conditions.
+ Advise and guide students in discovering, recognizing, and developing talents, abilities, specializations, and aspirations related to careers and jobs through studying and practicing.
+ Organize to nurture knowledge and develop skills related to careers and jobs for students through club activities, extracurricular activities, and coordinated activities with partners.
- For upper secondary education level
+ Integrate and embed into school subjects and educational activities.
+ Organize students to understand the requirements for personal qualities, capabilities, expertise, and professionalism pertaining to career and job sectors through instructional tools, labor equipment, and materials on careers and jobs.
+ Organize to nurture knowledge and develop skills related to careers and jobs for students through club activities, extracurricular activities, and coordinated activities with partners.
+ Organize students to experience and practice regarding career and job groups that have been advised on through field trips and experiences in the community, businesses, agencies, units, and partners at least once per academic year, ensuring suitability with the school's conditions.
+ Organize job and career counseling fairs for students at least once per academic year.
- For higher education institutions
+ Guide students in exploiting recruitment information databases of employing entities and labor market demand information.
+ Provide tools, methods, and guide students in assessing skills, attitudes, and adaptability to the labor market.
+ Organize to develop career and job skills for students through social and extracurricular activities.
+ Organize training and nurture knowledge and skills for students through club activities, extracurricular activities, and training and experience activities at employing entities, coordinated activities with partners.
+ Organize job fairs and recruitment events for students at least once per academic year.
What are responsibilities of general education institutions in career and employment counseling in Vietnam?
Pursuant to Article 11 of Circular 07/2022/TT-BGDDT, the responsibilities of general education institutions in career and employment counseling include:
- Develop a plan to implement the contents on career and employment counseling and entrepreneurship support stipulated in this Circular.
- Assign concurrent or dedicated teachers to implement career and employment counseling and entrepreneurship support for students.
+ Concurrent or dedicated teachers are responsible for advising the school principal in developing the school’s plan for career and employment counseling and entrepreneurship support; cooperating with homeroom teachers, subject teachers, team leaders, and youth union members to organize the tasks.
+ The working regime of concurrent or dedicated teachers is implemented according to the Ministry of Education and Training’s regulations on the working policies of general education teachers and relevant regulations; participating in professional training courses to enhance expertise and professional skills as stipulated.
- Provide teachers and students with materials, images, video clips, tools for assessing students' abilities and talents, practice and experience programs at businesses, propaganda, and educational materials on innovation and entrepreneurship education, and provide sufficient information about the State, Education sector, and local support policies for entrepreneurship to students.
- Support and facilitate students' participation in activities and events on career and employment counseling and entrepreneurship support organized by the Ministry of Education and Training or other ministries, central authorities, local authorities, and the school.
- Students winning prizes, and teachers guiding prize-winning students from commendation levels upwards in the “Students with Startup Ideas” contest organized by the Ministry of Education and Training are considered for rewards and enjoy preferential policies according to current regulations.
- Ensure the quality of career and employment counseling and entrepreneurship support for students. The organization of activities must be safe in terms of physical, mental health, and legal rights for learners and teachers; ensure the benefits of risk insurance participation for learners.
- Coordinate with partners to organize the implementation of tasks as stipulated in this Circular and according to the legal procedures and laws.
- Undergo the direction and guidance of local authorities, educational management agencies at all levels; report fully as required by superior educational management agencies.

What are responsibilities of higher education institutions in career and employment counseling in Vietnam?
Pursuant to Article 12 of Circular 07/2022/TT-BGDDT, the responsibilities of higher education institutions in career and employment counseling include:
- Establish or consolidate a unit/department responsible for career and employment counseling and entrepreneurship support for students and allocate sufficient personnel to implement the tasks stipulated in this Circular.
- Personnel participating in career and employment counseling and entrepreneurship support are entitled to policies according to the internal expenditure regulations of the higher education institution, trained and nurtured in expertise and professional skills, and allowed to participate in training programs on career and employment counseling and entrepreneurship organized by central and local authorities.
Define support policies for staff and lecturers guiding students in entrepreneurship activities and ensure the rights of staff and lecturers as those guiding students in scientific research.
- Define support policies for students participating in entrepreneurship activities and ensure the rights of students as those participating in scientific research.
- Provide students with materials, training programs on career and employment skills. Provide management staff, lecturers, and students with materials on entrepreneurship and innovation.
- Ensure facilities and equipment serving practice activities, creative entrepreneurship spaces, and enterprise incubators within the school.
- Students winning prizes, staff, and lecturers guiding prize-winning students from commendation levels upwards in the “Students with Startup Ideas” contest organized by the Ministry of Education and Training are considered for rewards and enjoy current preferential policies.
- Coordinate with partners to develop training programs for entrepreneurship skills for lecturers and students; collaborate in commercializing research results, registering intellectual property rights, and establishing creative startup enterprises based on students' ideas and projects, and other tasks stipulated in this Circular.
- Summarize, review, and periodically or suddenly report on career and employment counseling and entrepreneurship support for students according to the requirements of the Ministry of Education and Training and the direct superior management agency.
