Based on Article 3 of Decree 84/2020/ND-CP stipulating the summer break for educators as follows:

Summer Break for Educators

  1. The summer break for educators:

a) The annual summer break for teachers at preschool education institutions, general education institutions, and specialized schools is 08 weeks, including annual leave.

b) The annual summer break for teachers at intermediate schools and lecturers at colleges is 06 weeks, including annual leave.

c) The annual summer break for university teachers shall be in accordance with the regulations on the organization and operation of the university education institution;

d) In urgent and unexpected cases to prevent and control natural disasters, epidemics, or emergencies, the summer break for teachers at preschool education institutions, general education institutions, specialized schools, intermediate schools, and colleges shall be determined by the Minister of Education and Training, or the Minister of Labor, Invalids and Social Affairs according to their jurisdiction.

  1. Apart from the summer break stipulated in clause 1 of this Article, teachers and lecturers are entitled to holidays, Tet, and other days off as prescribed by the Labor Code.
  1. Based on the academic year plan issued by the Ministry of Education and Training and the specific conditions of the locality, the Chairman of the provincial People's Committee shall decide the summer break for teachers at preschools, primary, and specialized schools in the locality.

Based on the provision at point b clause 1 of this Article, the principal of intermediate schools and colleges shall decide the summer break for teachers and lecturers in accordance with the training plan and the specific conditions of each school.

  1. The summer break for teachers in education institutions under the Ministry of Public Security and the Ministry of National Defense shall follow specific regulations of the Government of Vietnam.

Thus, the summer break for college lecturers is 06 weeks, including annual leave.

What are the responsibilities of a Grade 3 college lecturers in Vietnam?

According to the stipulations in clause 1 Article 4 of Circular 35/2020/TT-BGDDT, the responsibilities of a Grade 3 college lecturer are as follows:

- Teaching; guiding students to conduct theses and graduation projects (if any);

- Educating professional ethical qualities and working manners for students through teaching activities. Evaluating the learning outcomes and graduation results of students;

- Participating in the development and improvement of the training program for their major; innovating teaching methods and assessment techniques for evaluating students' learning and practice outcomes;

- Engaging in class management, academic advising; conducting discussion sessions, practices, experiments, and internships;

- Studying and improving political theory, professional, and methodological competence; participating in practical activities to enhance the quality of training and scientific research;

- Participating in management, party tasks, mass organizations, and carrying out other duties as stipulated in the organization and operation regulations of the educational institution and other relevant legal provisions.

What are professional and technical competency standards must a Grade 3 college lecturer in Vietnam?

According to clause 3 Article 4 of Circular 35/2020/TT-BGDDT, the requirements for professional and technical competencies for a Grade 3 college lecturer are as follows:

- Mastering the basic knowledge of the subjects assigned to teach and having general knowledge of some relevant subjects within the designated training major;

- Understanding and correctly implementing the objectives, plans, content, and syllabi of the assigned subjects within the training major;

- Effectively and safely utilizing teaching tools, and equipment;

- Possessing the ability to conduct scientific research; applying scientific and technological advancements into teaching, production, and life;

- Capable of applying information technology and using foreign languages in performing the tasks of a Grade 3 college lecturer.

Is it compulsory for a Grade 3 college lecturer to have a master's degree?

Based on clause 2 Article 4 of Circular 35/2020/TT-BGDDT amended by clause 1 Article 1 of Circular 04/2022/TT-BGDDT regarding the educational and training standards for a Grade 3 college lecturer, it is stipulated as follows:

2. Educational and Training Standards:

a) Holding a bachelor's degree or higher relevant to the job position and the teaching major;

b) Having a certificate of training in pedagogical training (for lecturers who did not graduate from a pedagogy university or a technical pedagogy university);

c) Holding a certificate certifying the standard of professional titles of college lecturers.

Thus, it is not mandatory for a Grade 3 college lecturer to have a master's degree. The law only requires that Grade 3 college lecturers hold a bachelor's degree or higher relevant to the job position and the teaching specialty.
