Duration of Direct Teaching Required for Teachers to Receive the People's Teacher Title in Vietnam
Based on Article 7 of Decree 35/2024/ND-CP:
Criteria for the title “People’s Teacher”
The title “People’s Teacher” is awarded to individuals loyal to the Fatherland, who strictly abide by the Communist Party’s policies, and the State’s laws, have good ethical qualities, belong to the subjects specified in Clause 1, Article 2 of this Decree, have been awarded the title “Meritorious Teacher,” and meet the following criteria:
1. A teacher with 20 years or more of direct teaching experience; for administrators at educational institutions, administrators at educational management agencies, and education researchers, they must have at least 25 years of service in the industry, including at least 15 years of direct teaching.

Outstanding pedagogical talent required for the title of People's Teacher in Vietnam
Outstanding pedagogical talent required for the title of People's Teacher is stipulated in Clause 3, Article 7 of Decree 35/2024/ND-CP as follows:
(1) Teachers, administrators at preschool institutions who are not subject to (7) must meet the following criteria:
Authors of one recognized initiative that has been effectively applied in education or management and has the potential for broader application within the ministry, department, branch, or province;
Participation in compiling one training material under training programs organized by the ministry, department, branch, province, or office, or participation in composing one thematic report at professional conferences or workshops organized by the ministry, department, branch, or province, or one iteration of compiling and developing preschool education programs approved by the Ministry of Education and Training;
(2) Teachers and administrators at general education institutions, continuing education institutions, boarding schools for ethnic minorities, semi-boarding schools for ethnic minorities, reformatory schools, gifted schools, preparatory universities, vocational training centers, and secondary schools not covered under point g of this clause must meet the following criteria:
Authors of one recognized initiative that has been effectively applied in teaching or management and has the potential for broader application within the ministry, department, branch, or province, or principal investigator of one provincial or ministerial scientific and technological task that has been accepted with a satisfactory grade or higher;
Participation in compiling two training materials under training programs organized by the ministry, department, branch, province, or office, or participation in composing two thematic reports at professional conferences or workshops organized by the ministry, department, branch, or province, or two iterations of compiling and developing programs, textbooks, subject curricula, and local education materials approved by the Ministry of Education and Training or other relevant authorities, or principal author of one textbook or principal investigator of two institutional-level scientific and technological tasks that have been accepted;
(3) Teachers and administrators at colleges, district political centers, provincial political schools, training institutions for officials and public employees within ministries, departments, and branches must meet the following criteria:
Authors of two recognized initiatives that have been effectively applied in teaching or management and have the potential for broader application within the ministry, department, branch, or province, or principal investigator of one provincial or ministerial scientific and technological task that has been accepted with a satisfactory grade or higher;
Authors of three scientific articles; principal author of one textbook or principal coordinator in compiling three training materials under programs organized by the ministry, department, or province;
(4) Teachers and researchers at higher education institutions must meet the following criteria:
Principal investigator of one national-level scientific and technological task that has been accepted with a satisfactory grade or higher or principal investigator of two provincial or ministerial scientific and technological tasks that have been accepted with a satisfactory grade or higher;
Authors of ten scientific articles, principal author of one textbook, and advisor to two doctoral candidates who have successfully defended their dissertations;
(5) Administrators at educational management agencies at district or provincial levels must meet the following criteria:
Authors of three recognized initiatives that have been effectively applied in education, teaching, or management and have the potential for broader application within the ministry, department, branch, or province, or principal investigator of one provincial or ministerial scientific and technological task that has been accepted with a satisfactory grade or higher;
Participation in compiling two training materials under training programs organized by the ministry, department, branch, province, or office, or participation in composing two thematic reports at professional conferences or workshops organized by the ministry, department, branch, or province;
(6) Administrators at educational management agencies at the general department, ministry, or branch level must meet the following criteria:
Principal investigator of one national-level scientific and technological task that has been accepted with a satisfactory grade or higher or principal investigator of two provincial or ministerial scientific and technological tasks that have been accepted with a satisfactory grade or higher;
Authors of five scientific articles or principal author of one textbook or participation in drafting five legal normative documents that have been promulgated;
(7) Teachers and administrators at educational institutions who have worked for five years or more in areas with particularly difficult socio-economic conditions or schools/classes for the disabled, inclusive education support centers must meet the following criteria:
Participation in compiling one training material under training programs organized by the ministry, department, branch, province, or office, or participation in composing one thematic report at professional conferences or workshops organized by the ministry, department, branch, or province, or author of one recognized initiative that has been effectively applied in teaching or management and has the potential for broader application within the ministry, department, branch, or province;
Having effective measures or solutions in supporting the teaching, learning, and overall development of students with special needs, building schools and classes, and mobilizing students with special needs or difficulties to attend school and maintain attendance, as confirmed or commended by higher management agencies;
(8) The criteria for outstanding pedagogical talent specified in this clause can be equivalently converted to the achievements listed in Appendix 1, Appendix 2 attached to Decree 35/2024/ND-CP.
What are responsibilities of educational institutions in building a qualified teaching staff for the title of People’s Teacher in Vietnam?
Based on Article 16 of Decree 35/2024/ND-CP, educational institutions are responsible for planning, nurturing, and promoting typical examples to build a qualified teaching staff capable of being awarded the title of People’s Teacher.
Additionally, they should conduct awards based on regulations and ensure the accuracy of documents for teachers and administrators at educational institutions that propose candidates for the title “People’s Teacher” and “Meritorious Teacher” to higher councils;
Cooperate with relevant agencies and units to resolve complaints and denunciations related to the awarding of the title “People’s Teacher” and “Meritorious Teacher” (if any) according to legal regulations.
