Do schools in Vietnam provide guidelines for startup support for lower secondary school students?

First, based on Clause 2 Article 2 of Circular 07/2022/TT-BGDDT, the concept of startup support in educational institutions includes activities aimed at helping learners accumulate knowledge and skills to foster innovative thinking, forming new ideas and solutions that create value for themselves, their families, communities, and society.

Additionally, according to Clause 1 Article 6 of Circular 07/2022/TT-BGDDT, the tasks of startup support are as follows:

1. For lower secondary schools

a) Promote and disseminate to students the contents of innovation and startup.

b) Educate and guide students on knowledge and skills: active citizenship, awareness of startup, innovation, technology, design thinking, financial thinking.

c) Guide, provide learning materials, and create an environment for students to form ideas and practice implementing startup projects.

The startup support for lower secondary school students includes the following three tasks:

[1] Promote and disseminate to students the contents of innovation and startup.

[2] Educate and guide students on knowledge and skills: active citizenship, awareness of startup, innovation, technology, design thinking, financial thinking.

[3] Guide, provide learning materials, and create an environment for students to form ideas and practice implementing startup projects.

Thus, the startup support for lower secondary school students entails guiding students on knowledge and skills.

Is it possible to use propaganda methods to implement startup support for lower secondary school students in Vietnam?

According to Clause 1 Article 7 of Circular 07/2022/TT-BGDDT which regulates the forms of implementing startup support, the implementation of startup support at the lower secondary school level is through the following four forms:

{1} Organize propaganda for students about innovation and startup activities through integration into curricula, educational activities, materials, and communication channels.

{2} Organize training, supply knowledge, and skills on startup to students through training, workshops, and materials provided by the school.

{3} Develop scientific research, innovation, and startup clubs to create an environment for students to form ideas and projects.

{4} Collaborate with partners to organize practical and experiential activities to implement startup projects.

Thus, propaganda is one form used in implementing startup support at the lower secondary school level.

What are responsibilities of lower secondary schools in Vietnam regarding implementing startup support?

According to Article 11 of Circular 07/2022/TT-BGDDT, the responsibilities of lower secondary schools are as follows:

- Develop plans to implement the contents of career counseling, employment, and startup support as stipulated in this Circular.

- Assign teachers to be part-time or full-time staff to implement career counseling, employment, and startup support for students.

Part-time or full-time teachers are responsible for advising the school principal in developing plans to implement career counseling, employment, and startup support; cooperating with homeroom teachers, subject teachers, and youth union advisors to carry out the tasks.

The working regime of part-time or full-time teachers is implemented according to regulations of the Ministry of Education and Training on the working policies of general education teachers and related provisions; they are provided with training to enhance their professional expertise as required.

- Provide teachers and students with materials, images, video clips, tools for assessing students' competencies and talents, practical content, and experiences at enterprises, propaganda materials, and educational content on innovation and startup and fully provide information about State policies, Education sector, and local authorities’ policies on startup support to students.

- Facilitate students’ participation in counseling, employment events, and startup support activities organized by the Ministry of Education and Training or other ministries, central authorities, local authorities, and the school.

- Reward students who win prizes and their guiding teachers. Students and teachers who win from commendation upwards in the competition "Students with Startup Ideas" organized by the Ministry of Education and Training are considered for rewards and benefit from priority policies as per current regulations.

- Ensure the quality of career counseling, employment, and startup support for students. Activities must be conducted safely, ensuring students' physical and mental well-being and their legitimate rights. The school is responsible for and guarantees students’ participation in risk insurance.

- Collaborate with partners to implement tasks according to this Circular’s provisions and follow the legal procedures and regulations.

- Undergo the directives and guidance from educational authorities at all levels and report fully as required by superior educational management agencies.
