- Leadership and Management:

Manage, operate, and deploy the unit's activities according to the assignment and delegation of the university/academy leadership. | Grasp the overall operational situation of the university/academy and the task performance of the unit; promptly, accurately, and effectively handle the unit’s work situations; ensure the unit operates smoothly, and in compliance with the law and superior requirements. |
Assign tasks to each public employee and deputy for management assistance. | Assign tasks suitably, specifically, effectively, and fairly; ensure no task is omitted; one task has only one primary responsible person. |

- Be proactive in the methods of carrying out assigned tasks.
- Have the authority to decide specific matters within their jurisdiction.
- Have the authority to sign documents related to the unit's functions, tasks, and powers as prescribed.
- Have the authority to assign tasks to public employees and workers in the unit according to competence.
- Be provided with directive and executive information within their task and authority scope.
- Be allowed to attend meetings related to the unit's work area and field.
What are the qualification and competency requirements for deans in higher education institutions in Vietnam?
Under subsection 5 of the Job Description for the positions of Dean, Head of Department, Center Director, and equivalent, Section 1, Appendix 3 of Circular 04/2024/TT-BGDDT, the qualification and competency requirements for deans in higher education institutions in Vietnam are clearly stated as follows:
(1) Qualifications and qualities
- Training qualifications:
+ Have professional qualifications that meet the standards of the professional title and leading and managerial position as prescribed by law and the university/academy’s organizational and operational regulations.
+ Have political theory qualifications that meet the conditions and standards as prescribed by the Communist Party of Vietnam, laws, and authorized levels.
- Training and certificates:
+ Meet the conditions prescribed by law and regulations of authorized levels.
+ Meet standards for retraining professional titles according to relevant specialized laws.
- Working experience: Have management experience from the departmental level and equivalent or higher.
- Personal qualities:
+ Be loyal, trustworthy, and strictly adherent to the Communist Party of Vietnam's policies, state laws, and unit regulations.
+ Have a high responsibility towards work and teamwork, and have good coordinating skills.
+ Be honest and steadfast but attentive.
+ Be calm and careful.
+ Be creative and be able to independently think.
+ Be able to unite and gather internal teams.
+ Other qualities (suitable with job position requirements).
- Other requirements:
+ Be able to predict, and propose policies, and solutions to resolve issues related to education and the unit’s functions and tasks.
+ Be able to organize and implement research, and conduct projects, and schemes in the specialized field.
+ Understand the field of work and development orientation.
+ Other standards, and conditions as prescribed by authorized levels.
